특수교육 교과서의 변천과정 고찰과 발전방안 연구

국문 초록

이 연구는 교육과정 개정 고시를 2022 앞두고 특수교육 교과서의 발전 과제를 제안하기 위해 실시하였다. 이를 위해 특수교육 교육과정의 변천을 살펴본 이후, 교과용도서의 변천 과정을 내용적 기준, 외형적 기준, 제도적 기준, 예산적 기준, 질 관리 기준으로 나누어 고찰하였다. 고찰 결과, 특수교육 교육과정은 장애영역별로 개발되다가 7차 교육과정 시기부터 장애영역이 통합되고 감각장애 및 지체부자유 학생들을 위한 국민공통기본교육과정, 지적장애 및 정서장애 학생들을 위한 기본교육과정으로 나뉘어 개발되기 시작하였다. 교과서가 본격적으로 개발된 것은 2008 개정 특수교육 교육과정 시기부터였으며, 지속적으로 국정발행제를 유지하면서 점차 책수를 늘이고 자료 유형을 다양화하였으며 예산을 증액해왔다. 또 질 관리 체제 면에서 개발단계의 질 관리에 비해 사용단계의 질 관리 참여자가 소수로 제한되어 현장의 사용성 평가 시스템이 취약하다고 볼 수 있었다. 이에 특수교육 교과용도서는 국정단일종으로 개발되는 교육과정 자료로서의 위상이 높은만큼 현장의 요구, 시장의 실태를 반영한 예산 확보로 자료의 질 담보와 자료 유형 및 수준의 다양화를 통해 맞춤형 교육과정 제공이 이루어질 수 있도록 해야 할 것과 교과서의 사용자들이 사용 단계에서 접근하기 쉽고 평가하기 용이한 시스템을 구축하여 현장의 요구가 차기 개발에서 주요하게 반영될 수 있도록 하는 정책적 대안이 필요함을 발전 과제로 제안하였다.

영문 초록

This study was conducted to propose the development task of special education textbooks ahead of the 2022 curriculum revision notice. To this end, after examining the changes in the special education curriculum, the process of changing textbooks was divided into content standards, external standards, institutional standards, budget standards, and quality management standards. As a result of the review, the special education curriculum had been developed for each disability area, and the disability area was integrated from the 7th curriculum period. From those time, it began to be developed by dividing it into a basic national curriculum for students with sensory and physical disabilities and a basic curriculum for students with intellectual and emotional disabilities. Textbooks were developed in earnest from the 2008 revised special education curriculum. It has been continuously published under state-issued system, the number of books has been increased, the data types has been diversified, and the budget has been increased. In addition, in terms of the quality management system, quality management in the use stage was weaker than quality management in the development stage. Special education textbooks are a single national textbook and have a high status as curriculum materials. Therefore, it is necessary to secure a budget that reflects the needs of the field and the actual condition of the market so that customized curriculum can be provided through data quality security and diversification of data types and levels. In addition, it is necessary to establish a system that is easy for users of textbooks to access and evaluate at the stage of use. Such a policy could reflect the needs of the field in the next development.
