불교 승가를 통해 본 기본소득의 쟁점과 정책적 시사점

국문 초록

기본소득 논의 배경에는 신자유주의 정책의 전면화 이후 심화한 불평등과 4차 산업혁명으로 인간의 일자리를 신기술이 대체할 것이라는 전망, 코로나19 팬데믹 상황에서 지급된 재난지원금의 경험 등이 섞여 있다. 때문인지 기본소득에 대한 이해는 지금 당장 시행할 수 있다는 입장에서부터 오히려 불평등을 악화시킨다는 입장까지 그 스펙트럼이 매우 넓다. 이러한 넓은 스펙트럼에도 불구하고, 기본소득의 개념에 대해서는 일정한 합의가 존재한다. 즉, 기본소득은 재산이나 소득의 많고 적음, 노동 여부나 노동 의사와 상관없이 개별적으로 모든 사회구성원에게 균등하게 지급되는 소득이다. 이러한 기본소득에 대해 불교계의 관심은 비교적 높다. 그리고 논의의 방향이 아직은 승가 내 기본소득제도 실현을 지향하고 있지만, 제도 실행 경험과 관련 담론이 축적되면 논의 방향이 사회를 향할 가능성이 매우 크다고 생각한다. 이러한 추측은 불교에는 기본소득에 관한 철학적 기반과 기본소득 실현을 위한 제도적 기반, 역사적 경험을 갖추고 있다는 생각에 근거하고 있다. 불교의 오랜 역사를 검토하면, 공동체의 자산을 공유하여 구성원들의 실질적 자유를 보장하고, 이를 통해 깨달음의 추구와 자비실천이라는 출가자의 본분에 충실하도록 설계된 공동체를 유지한 역사적 경험과 이를 위한 정당화 근거 및 실현을 위한 제도를 확인할 수 있다. 연구자는 이 역사적 경험을 ‘정책실험’의 관점으로 재구성하고자 한다. 즉, 기본소득의 전면적 실행을 위한 정책실험으로 승가의 역사적 경험을 살펴보고, 이를 통해 모든 구성원에게 ‘협상력’을 제공하여 시민의 권리를 지킬 수 있도록 하는 기본소득의 가치를 이해하고자 한다.

영문 초록

There are various backgrounds for the discussion of basic income. The reasons for the debate on basic income are deepening inequality after the expansion of neoliberal policy, the prospect that new technologies will replace human jobs with the Fourth Industrial Revolution, and the experience of the Disaster Relief Fund paid in the COVID-19 pandemic. Therefore, the understanding of basic income has a vast spectrum, from the position that it can be implemented immediately to the position that it will worsen inequality. Despite this broad-spectrum, there is some consensus on the concept of basic income. Most people understand basic income as “income that is paid equally to all members of society individually, regardless of whether or not they have a lot of wealth or income, whether they work or not.” The Buddhist community's interest in such a basic income is relatively high. The content of the basic income discussion in the Buddhist community is still aimed at realizing the basic income system within 'sangha [the monastic community of bhikkhus (monks) and bhikkhunis (nuns)].' However, if experience and related discourses on system implementation are accumulated, the content of the discourse is highly likely to be converted to the goal of realizing a basic income in Korean society. This conjecture is based on the idea that Buddhism has a philosophical basis for basic income, an institutional basis for the realization of basic income, and historical experience. Examining the long history of Buddhism, there are possible to confirm the historical experience of maintaining the community designed to share the community's assets to guarantee 'real freedom' of its members and to be faithful to the mission of the monks, the pursuit of enlightenment and the practice of mercy. Along with the historical experience, the legitimacy of the system and system for community operation can be confirmed. The researcher intends to reconstruct this historical experience from the 'policy experiment' perspective. In other words, as a policy experiment for the full implementation of basic income, the historical experience of sangha is examined. Through this, we try to understand the value of basic income, which provides 'negotiating power' to all members to protect the rights of citizens.
