장애인 이동권의 의미와 이동권 체계 향상을 위한 정책적 논의

국문 초록

본 연구의 목적은 장애인 당사자들이 체감하는 이동권의 의미와 이동권을 침해하는 환경적 요인들을 탐색한 후, 현실적인 이동권 증진 방안들을 제시하는 것이다. 질적 자료 수집을 위해 2019년 8월 1일부터 8월 25일까지 총 17명의 장애인들을 대상으로 초점집단토의가 실시되었다. 초점집단토의는 전문가들이 구성한 반구조화된 질문지를 토대로 진행되었고, 수집된 자료는 의미 분석(thematic analysis)을 통해 연구문제와 관련된 핵심 주제들이 도출되었다. 분석 결과, 연구 참여자들은 이동권을 자신들의 생존권인 동시에 당연한 권리이며 ‘살아있는 나’ 혹은 ‘누군가’를 만날 수 있게 하는 것, 그리고 외로움과 우울감에서 벗어나 행복을 느낄 수 있게 해주는 수단으로 인식하고 있었다. 다음으로 이동권을 저해하는 환경적 요인들로 보행 환경의 취약함(볼라드, 유도블럭, 점자, 횡단보도 음향 신호기 등), 대중교통 체계의 문제점과 비효율적인 운영, 그리고 대중교통 이용 시 마주치는 사람들과의 의사소통 문제가 제기되었다. 마지막으로 연구 참여자들은 장애인의 이동권 향상을 위해 보행환경을 개선하고, 장애인의 특성을 고려한 운전면허 시험장의 확충, 청각장애인을 위한 수화통역 지원서비스의 확대, 그리고 장애인 이동 지원을 돕는 인력들의 장애인식개선 교육이 강화되어야 한다고 강조하였다. 이와 같은 연구 결과를 토대로 연구자들은 장애인의 이동권 향상을 위한 실질적인 정책적 개선 방향을 다각적인 시각에서 논의하였다.

영문 초록

The purpose of this study was to understand the meaning of mobility rights for people with disabilities, and explore possible environmental factors impeding their mobility accessibility. The study results will lead to discuss practical strategies to guarantee the mobility rights of the disabled. For this purpose, the qualitative data of 17 participants with disability was collected through a focus group interview method in August, 2019. Semi-structured questionnaire was used in each focus group interview session. Qualitative data transcribed was analyzed by thematic coding of meaning unit. As the results, the participants recognized the mobility rights as their essential rights to life, and as a passage to meet someone or living me, and an exit to get out from depression and loneliness in daily life. Next, environmental factors harmful to mobility rights included vulnerable condition of walking streets in the community, lack of public transportation systems and inefficient management, and communication conflicts with mobility aid workers in public sectors. Finally, the participants strongly suggested several interventions to improve the level of mobility accessibility for the disabled as follows: the improvement of walking street environment for their safety, installation of driver's license test centers tailored for the disabled in the community, expansion of sign language interpretation service, reinforcement of disability awareness improvement for mobility aid workers. Based on the study results, the researchers discussed feasible political interventions in order to ensure the disabled to move from place to place without any obstacles.
