교사의 직무유형별 할애시간이 학생사안 발생빈도에 미치는 영향

국문 초록

이 연구는 교사 본연의 다양한 교육활동 및 행정업무에 할애하는 시간과 학교에서 발생하는 학생사안 간의 인과관계를 분석하는 데 목적이 있다. 이를 위해 한국교육개발원의 「학교 교육 실태 및 수준 분석」 조사자료를 활용하여 2010년과 2013년 중학교 수준의 학교-연도 패널데이터를 구축하고, 종속변인의 특성을 고려한 음이항 회귀분석을 실시하였다. 구체적으로 중학교 216개교의 전체 학생사안 발생, 심의 및 징계 건수에 대해 교사 13,428명의 직무유형별 할애시간이 분석되었다. 분석 결과는 다음과 같다. 첫째, 교사가 학생 진학진로에 할애하는 시간이 높을수록 학교의 전체 학생사안은 적게 발생하는 것으로 나타났다. 둘째, 교사의 수업 준비에 대한 할애 시간이 높을수록 학교폭력대책자치위원회의 심의빈도는 줄어드는 것으로 나타났다. 셋째, 교사가 행정업무에 할애하는 시간이 높을수록 전체 학생사안 및 학교선도위원회 징계 건수는 증가하는 것으로 나타났다. 이러한 분석 결과를 통해, 학생 차원에서는 진학진로 교육의 강화, 교사 차원에서는 행정업무 경감을 통한 수업에의 전념 지원을 제언하였다.

영문 초록

The purpose of this study is to examine whether teachers’ use of time spent on student discipline problems that occur at school has a causal relationship with discipline problems. We constructed panel data at the middle school level for the 2010 and 2013 school years using data from the Actual Status and Quality of School Education survey of the Korea Educational Development Institute. Specifically, using negative binomial regression analysis with school and year fixed effects, the allocation time of 13,428 teachers from 216 middle schools was analyzed. The main results are as follows. First, we found that the schools where teachers spent more time on students’ career paths showed fewer total student issues. Second, the greater the teacher time devoted to class preparation, the lower the frequency of deliberation by the School Violence Countermeasures Committee. Third, as teacher time spent on administrative work increased, so did the total number of student issues and the number of disciplinary actions taken by the school leadership committee. Based on these results, this study suggests that there is a need for schools to reinforce students’ career education and to support teachers’ commitment to classes by reducing administrative work.
