범부처 장애인 취업지원 서비스의 성과지표 탐색에 관한 연구: 전문가패널 델파이 조사를 통해

국문 초록

이 연구는 범부처 장애인 취업지원 서비스의 성과지표를 탐색하는 것이다. 이에 성과지표의 항목, 요인, 구체적 지표, 평가 등 성과지표의 요소를 확인한다. 연구조사는 전문가 패널 구성을 통한 델파이 조사를 실시하였다. 총 3회 차로 구성하여 전문가 패널은 특수교육, 사회복지, 직업재활, 장애판정 등의 각 분야의 전문가를 섭외하였다. 조사는 2021년 09월부터 11월까지 수행되었다. 범부처 장애인 취업지원 서비스의 성과지표 탐색의 결과는 다음과 같다. 첫째, 성과지표 중 중요한 성과요소 범부처 별 연계 및 협업의 지표, 효율적인 서비스 제공의 지표확인이 중요하다. 둘째, 정보처리의 성과지표 중 업무성과는 정확성과 업무부담 경감을 정책성과에서는 연계성 및 통합성, 활용성, 대응성, 편의성을 고객성과에는 대응성, 편의성이 중요한 성과요소이다. 셋째, 온라인 시스템 사용에서도 정보처리와 유사한 결과를 확인했다. 끝으로 후속연구를 위한 제언 및 연구의 의의를 제언한다.

영문 초록

This study is to explore the performance indicators of employment support services for the disabled in all ministries. Accordingly, the elements of the performance indicators such as items, factors, specific indicators, and evaluation of the performance indicators are checked. For the research study, Delphi research was conducted through the composition of the expert panel. The expert panel consisted of a total of 4 sessions and invited experts from each field, such as special education, social welfare, vocational rehabilitation, and disability determination. The survey was conducted from September to November 2021. The results of the search for the performance indicators of the inter-ministerial employment support service for the disabled are as follows. First, it is important to check the indicators of inter-ministerial linkage and collaboration among important performance factors, and indicators of efficient service provision. Second, among the performance indicators of information processing, accuracy and workload reduction are important for business performance, connectivity and integration, usability, responsiveness, and convenience are important performance factors for policy performance, and responsiveness and convenience are important performance factors for customer performance. Third, results similar to information processing were confirmed in the use of the online system. Finally, suggestions for follow-up research and the significance of the research are suggested.
