국문 초록

본 연구는 정신장애인의 지역사회에서의 삶과 관련된 사회권에 초점을 두고 정신장애인의 소득보장 및 주거와 관련한 경험과 인식을 살펴보고자 한다. 지역사회 거주 정신장애인의 소득보장 및 주거에 관한 주요 관련주체들의 관점을 이끌어내기 위해 초점집단면접 방법을 활용하였다. 분석 결과 ‘정신장애와 빈곤’, ‘유일한 대안인 가족의 한계’, ‘인프라의 부족’, ‘현행 제도의 한계점’, ‘소득과 주거의 중요성’, ‘사회적 차별’, ‘사회적 인식개선의 중요성’ 등의 주제가 도출되었다. 본 연구는 지역사회에서의 정상화된 삶을 보장받지 못하는 정신장애인의 사회권 수준에 관한 경험적 자료를 해석함으로써, 정신장애인의 사회적 권리증진의 필요성을 인식하고 적정한 삶의 질 유지를 위한 지역사회 차원의 제도 및 정책 변화를 이끌어내는데 기여하고자 한다.

영문 초록

Focusing on the social rights of people with mental illness, the study reviews the issues of income insecurity and housing instability affecting all spheres of their lives. The study adopts focus group interviews, a qualitative research technique, to speculate the experiences and perceptions of various figures regarding the community living of the people with mental illness. Throughout the in-depth interviews with focus groups participants(residents of transitional housings for the mentally ill, guardians or family members, and mental health professionals working in community settings), the study examines topics as follows; experiences on inequality and violation of human rights, views on services utilization, unmet needs and plans for the affordable housing and income, attitudes toward and suggestions for mental health policies and programmes. Having gone through practical steps for managing and interpreting the data, the study synthesizes seven categories including mental illness and poverty , family burden , shortages of resources , limitations of the current service system, importance of income and housing , social discrimination , social dislodgement of stigma . Qualitative research materials on focus groups provide the better understanding of the social rights of the mentally ill people and suggest the future development which protects social rights of the mentally ill people and secures greater control over their lives.
