국문 초록

이 연구의 목적은 국민이 주관적으로 인식하는 국가의 역할과 국민의 행복 사이의 관계를 파악하려는것이었다. 이러한 목적을 달성하기 위해, 연구자들은 20대 청년(취업준비생), 30대 장년(미취학 자녀를키우는 맞벌이), 55-65세 중년(은퇴), 70-75세 노년(만성질환 등 건강문제) 등 세대와 성별을 고려해발달과업을 수행하고 있는 연구참여자들을 모집하였다. 이들을 대상으로 한 개별 심층면접을 통해 행복과복지, 국가의 역할에 대한 자료를 수집하였으며, 질적 연구접근에서 일반적으로 사용하는 범주화 분석과주제분석을 수행하였다. 연구결과는 다음과 같다. 첫째, 복지에 대한 인식은 가치와 명분보다는 필요와실용으로 이해하며, 자기이해와 확장된 자기이해로 범위를 제한하고, 국가의 복지수준에 자부심을 느끼는것으로 나타났다. 둘째, 국가의 역할과 행복의 관계에 대해서는 국가의 역할과 영향을 인식하지 못하거나일시적, 선별적 영향으로만 인식하거나 국민에 대한 보편적 영향을 인식하는 등 다양한 입장이 드러났다. 셋째, 세대별 분석에서 노년과 중년은 자신의 행복과 국가의 역할을 분리하는 경향을 보이지만 장년과청년은 비교적 적극적으로 국가의 역할을 요구하였다. 이러한 연구결과에 근거하여, 국민들이 누리는행복 수준을 높일 수 있는 정책 개입의 전제조건으로서 세대의 이질적인 특성을 고려한 소통과 통합에대해 제언하였다.

영문 초록

This study aims to understand the role of the state in the happiness of the people. We conducted individual interviews with 24 participants. By generation and gender, interviewees were job-seeking young adults, married adults with pre-school children, the retired middle-aged, and seniors with chronic diseases. We used categorization analysis and theme analysis of qualitative approaches. The results of the study are as follows. The first finding is a basic perception of welfare. They experience confusion in the concept and values of welfare, weigh eligibility of welfare policies, feel the pride of the welfare state, and consider the need not only for themselves but also extended themselves. The second finding is three types of perception about the state in the happiness of the people. Some interviewees do not care about the issue. Others state the effectiveness for people in need or all. The last finding is a difference in generational perspective toward welfare policies. While the seniors and the middle-aged may separate their lives and the state, married adults with pre-school children and young adults claim the right in welfare policies. Taking it all together, we proposed to consider heterogeneity in need and perspectives across generations so as for improved happiness of the people.
