국문 초록

베트남의 신농촌 개발정책은 세계 개발도상국들에서 수행된 가장 모범이 되는 정책들 가운ˆ 하나이다. 베트남은 특히 한국의 새마을운동에서의 경험을 바탕으로 2000 년대에 시범적 프로그램들을 수행하기 시작하였다. 그리고 2000 년에 신농촌 개발을 위한 국가적 목표 프로그램을 공식적으로 수행하였다. 신농촌 건설 사업들을 수행할 때 국가와 국민이 함께 일하는 정책을 표방했다는 것이 흥미 있는 특징들 가운데ˆ 하나이다. 그 목적은 국민들의 물질적 그리고 정신적 힘을 지역의 신농촌 건설과정에 동원하여 참여하도록 하고 그리고 이들 사업의 수행에서 국민들의 감독을 촉진하는 것이다. 정부는 국민들의 참여를 이들 프로젝 트 성공의 가장 중요한 기반으로 생각하였다. 따라서 국민들의 참여에 영향을 미치는 요인들을 발견할 수 있으면 보다 효과적으로 농촌개발 사업을 성공적으로 수행할 수 있을 것이다. 국민의 참여의도에 영향을 미치는 요인들을 조사하기 위해 저자는 검정할 다섯 개의 가설을 포함하는 하나의 연구모형을 제안한다. 정량적 연구 방법론을 사용해서 본 연구는 경험 기대치, 사회적 영향, 정부 규제, 성과 기대치 그리고 신뢰를 포함한 다섯 개의 요인이 국민의 참여의도에 정의 영향을 미친다는 사실을 발견하였다. 경험 기대치가 가장 강한 영향을 미치고 신뢰가 가장 약한 영향을 미치는 것으로 나타났다. 본 연구에서는 또한 신농촌 건설 사업에 대한 국민의 참여의도는 인구통계적 변수들 사이에는 차이가 없는 것으로 나타났다. 마지막으로 분석결과를 바탕으로 신농촌 건설 사업에 대한 국민들의 참여의도를 높이기 위한 정책적 시사점M을 제안하였다. 본 연구는 유사한 사회경제적 상황에 있는 다른 지역이나 개발도상국에 의미 있는 시사점을 제공할 수 있을 것이다.

영문 초록

The new rural development policy is one of the most important policies in the world s developing countries. From experience in the new rural development process in some developed countries, especially the Saemaul Undong movement of Korea, Vietnam has begun to carry out some pilot programs since the 2000s, and officially implemented the National Target Program on New Rural Development in 2010. One of the interesting features of Vietnam is the policy of the state and the people working together when implementing new rural building projects. The purpose is to mobilize people s material and spiritual strength to participate in the new rural building process in the locality; promote people s supervision in the implementation of these projects. Citizens participation is seen as one of the important foundations for the success of these projects. In order to examine what factors affect citizens participation intentions, we propose a research model with five hypotheses that need to be tested. Based on quantitative research methods, the study found that five factors, including experience expectancy, social influence, government regulation, performance expectancy, and trust, have a positive effect on citizens participation intentions. In which Experience expectancy has the strongest effect, and Trust has the lowest effect. In addition, the study also indicated that there is no difference in mean between demographic variables and citizens participation intentions in new rural building projects. Finally, some potential solutions are proposed to the government and policymakers in order to increase citizens intentions to participate in new rural building projects. The current study also contributes to providing several experiences and lessons for other provinces and developing countries around the world that are in similar socioeconomic situations.
