국문 초록

본 연구는 다중흐름모형을 통해 교원성과급제에 미치는 영향 요인과 형성 과정이 어떻게 변동하였는지를 분석하고자 하였다. 교원성과급제에 대한 정책형성과정과 변동의 변수를 정확하게 분석하기 위해서 다중흐름모형을 연구의 분석틀로 사용하였다. 주요 연구 결과는 다음과 같다. 첫째, 교원성과급제가 정책의제로 설정되고 변동되는 과정에 있어 가장 큰 영향을 준 요인은 ‘국민의 정부’의 교원성과급제 도입 선언과 ‘이명박 정부’의 다면평가 도입에 따른 성과급제 적용이다. 이는 결국 새로운 교원성과급제의 도입이라는 정책의 결실을 얻는 데 기본 배경이 되었다. 둘째, 교원성과급제가 형성․채택․집행되는 과정과 변화에 있어서 영향력이 큰 이익집단의 하나인 교원단체의 활동은 정부의제화에 크게 영향을 미쳤다. 셋째, 교원성과급제의 형성과정은 교원의 능력과 업무성과를 측정할 수 있는 계량화된 평정체계의 필요, 전문성 계발을 위한 교원들의 노력에 대한 인센티브 체계 개선, 학교교육과 교사의 자질 제고, 교직 경쟁력 제고라는 정책변동의 맥락 내에서 발생하였다. 넷째, 교원성과급제 정책의 창은 ‘국민의 정부 100대 개혁과제’의 성과상여금 도입과 교원성과급제의 도입이 최초로 언급 되면서 이를 점화계기로 하여 정책문제의 흐름, 정치의 흐름, 정책대안의 흐름이 결합하면서 열리게 되었다.

영문 초록

This research aimed to analyze the process through which teacher’s performance-based pay system(TPPS) has changed, on the basis of multiple streams framework. The main research results are as follows. First, The factors that influenced the most in the process of setting and changing teacher’s performance-based pay system(TPPS) as a policy agenda were introduction of TPPS by ‘People’s Government‘ and application of TPPS following the introduction of multi-faceted teacher evaluation by ‘Lee Myung-bak government’. Second, The activities of teachers organizations, one of the most influential interest groups in the process and change of the formation, adoption, and implementation of teacher’s performance-based pay system(TPPS) greatly influenced the establishment of the government s agenda. Third, The process of formation of teacher’s performance-based pay system(TPPS) was occurred within the context of policy change of the need for a quantified rating system that can measure the ability and performance of teachers. Fourth, The momentum of ‘window of policy’ teacher’s performance-based pay system(TPPS) was the first mention of the introduction of performance bonuses and the introduction of teacher’s performance-based pay system(TPPS) in the 100 reform tasks of the people s government’. As the flows of policy problem, politics and policy alternatives merged, the ‘window of policy’ was opened up.
