국문 초록

낙오아동방지법(NCLB)은 미국 정부로 하여금 연간 학생 평가에 기초하여 학교가 책임지는 시스템을 법으로 규정하였다. 이 법은 2001년 압도적인 초당적 지지로 의회를 통과했고 2002년 1월 부시 대통령이 법안으로 통과시켰는데 1965년 교육법 개정 이후 가장 큰 영향을 미국 교육에 행사하였다. 미국 교육 시스템이 더 이상 국제적으로 경쟁력을 갖추지 못한다는 우려에서 성장한 NCLB 법은 모든 학생의 학업 발전을 책임지는 학교에 대한 연방 정부의 역할을 크게 증가시켰다. 그리고 주 및 학교가 학습자, 특수 교육 학생, 빈곤층 소수인종 자녀와 같은 특정 집단의 학생들의 성과를 높이는데 특별히 중점을 두고 있는데, 이들은 평균적으로 그들의 성취도를 따라간다. 이와 같은 법의 제정과 시행으로 인해 학생들과 교사들의 교육 복지의 측면에서 어떤 영향을 미쳤는지 살펴보는 것은 한국 교육복지와 행정에도 많은 논쟁을 야기하고 있다. 낙오아동방지법의 절차와 실효성 분석을 통해 우리는 한국의 교육 및 복지 측면에서 몇 가지 시사점을 살펴볼 수 있을 것이다.

영문 초록

The No Child Left Behind (NCLB) Act compelled states to design school accountability systems based on annual student assessments. This act passed Congress with overwhelming bipartisan support in 2001 and was signed into law by President George W. Bush on Jan. 8, 2002, is the name for the most recent update to the Elementary and Secondary Education Act of 1965. The NCLB law—which grew out of concern that the American education system was no longer internationally competitive—significantly increased the federal role in holding schools responsible for the academic progress of all students. And it put a special focus on ensuring that states and schools boost the performance of certain groups of students, such as English-language learners, students in special education, and poor and minority children, whose achievement, on average, trails their peers. Through the process and effectiveness analysis of this Act in the United States, we can examine there are some implications in terms of education and welfare in Korea.
