국문 초록

이 연구는 시·도교육청별 학교 민주시민교육 계획을 바탕으로 학교 민주시민교육 정책의 종합적인 특성을 규명하는데 목적이 있다. 이 연구의 주요 결과는 다음과 같다. 첫째, 학교 민주시민교육 정책의 주요 비전은 시민성에 대한 이해와 실천, 민주시민 양성, 공공성·공동체 실현으로 나타났다. 둘째, 학교 민주시민교육은 시·도교육청별로 구체적인 목표가 설정되어 있으며, 주요 정책 목표는 민주시민 육성과 민주시민교육 실현으로 나타났다. 셋째, 학교 민주시민교육의 개념은 시·도교육청 별로 교육의 범위와 대상에 차이가 나타남에 따라 개념의 일치성이 결여된 모습을 보였다. 넷째, 학교 민주시민교육 정책은 교육과정 연계, 민주적 학교문화 조성, 학생 자치 확대, 사회문제 참여를 중심으로 구성된 것으로 나타났다. 다섯째, 각 시·도교육청에서는 학교민주시민교육 활성화를 위한 법령의 제·개정이 이루어지고 있으며, 민주시민학교 등 새로운 학교상을 구현하기 위한 제도적 지원을 확대하고 있는 것으로 나타났다.

영문 초록

The purpose of this study is to identify the comprehensive characteristics of the school s democratic citizenship education policy based on the school s democratic citizenship education plan by education office. The main results of this study are as follows: First, the main vision of the school s democratic citizenship education policy was to understand and practice citizenship, foster democratic citizens, and realize public nature and community. Second, the specific goals of the school s democratic citizenship education are set by the education office, and the main policy goals are to foster democratic citizens and realize democratic citizenship education. Third, the concept of democratic citizenship education in schools lacked consensus as the scope and object of education differed by education offices. Fourth, the school s democratic citizenship education policy consists of linking curriculum, creating a democratic school culture, expanding student autonomy, and participating in social issues. Fifth, each education office is enacting and revising laws to revitalize democratic citizenship education in schools, and expanding institutional support to implement new school images such as democratic citizenship schools.
