국문 초록

본 연구는 한 국가의 스포츠정책에 지침이 되는 중앙행정기관의 스포츠계획을 대상으로 우리나라와 일본을 비교 연구하였다. 양국의 스포츠계획의 비교분석을 통하여 우리나라의 스포츠정책 개선을 위한 시사점을 도출하고자 하였다. 비교 고찰한 결과 다음과 같은 결론 및 시사점을 얻었다. 첫째, 우리나라와 일본 모두 스포츠계획에 정책체계를 갖추고 있기는 하나 정책, 시책, 사업에 관한 전체적인 구조와 체계에 있어서 차이를 보이고 있다. 특히 일본의 ‘선순환적 창출’ 정책은 향후 한국스포츠정책에 고려해볼 수 있는 시책으로 보인다. 둘째, 우리나라는 주로 기존의 스포츠정책체계를 유지하는 체제를 두고 있는 반면 일본은 스포츠기본법의 이념 등을 반영하여 스포츠정책에 새로운 기본방침과 함께 일관되고 통일된 체계를 계획에 수립하였다. 셋째, 우리나라는 스포츠계획에 경제적 측면을 고려한 스포츠정책을 정비하고 있는 반면 일본은 ‘스포츠 권리’와 인간사회의 ‘絆(키즈나)’를 중심으로 한 스포츠기본계획을 수립하여 스포츠정책을 실행하고 있다. 일본의 스포츠정책은 향후 우리나라의 스포츠(기본)계획뿐 아니라 스포츠기본법 등의 수립 외에도 스포츠정책과 관련된 다양한 측면에서 참고가 될 것으로 사료된다.

영문 초록

This research is a comparative study on Korean and Japanese central governments’ sports plan and guidelines of the national sports policies. Through a comparative analysis of the two countries sports plan, this study attempted to provide fresh ideas to improve the sports policy system in Korea. A comparative study has yielded the following conclusions and implications. First, although Korea and Japan both have a policy framework on sports plan, differences emerge in the overall system and structure for the policy, program, and project. Particularly, a the virtuous cyclical creation structure of the Japanese sports policy system appears to be a proper initiatives for Korean sports policy system in the future. Second, whereas Korea mainly retains existing sports policy framework, Japan, reflecting the idea of the Basic Sports Law, establishes sports plans based on a renewed policy on national sports policy and a consistent and unified system. Third, While Korea organizes sports policy mostly in terms of economic considerations, Japan implements sports policy by establishing the basic sports plan reflecting the ‘sports rights’ and ‘絆(kijeuna)’ of human society. Japan s sports policy can provide Korea with a useful references for forming basic sports plans and establishing the basic sports law in the future.
