일본의 스포츠기본법과 스포츠정책에 관한 일고찰

국문 초록

2000년대에 이르러 일본은 스포츠기본법의 제정에 대한 운동이 활발하게 전개되었다. 한편으로는 2013년 9월에 국제올림픽위원회는 2020년 하계 올림픽 개최지를 일본 도쿄로 최종 선정을 발표했다. 이러한 배경에 따라 2011년 스포츠기본법을 제정하여 시행하고 있다. 이후 2015년 스포츠청을 신설하고 체계적인 스포츠정책을 실현하고 있다. 스포츠기본법은 스포츠에 대한 헌법적 권리를 적극적으로 인정하고 있다. 또한 국민이 심신의 건강과 문화적 생활을 영위할 수 있도록 국가의 책무를 규정하고 있다. 일본정부는 이러한 스포츠기본법을 토대로 국민의 스포츠활동의 기회를 확대하고, 아울러 건강사회를 실현하며 나아가 스포츠강국을 만들기 위하여 노력하고 있다. 이러한 법률제정과 정책실현을 우리나라의 스포츠정책에 많은 영향을 미치리라고 생각된다.

영문 초록

By the 2000s, Japan was actively engaged in the campaign to enact the Sports Fundamental Act. And in September 2013, the International Olympic Committee was finally named the city hosted the Tokyo. Based on such these backgrounds, the Sports Fundamental Act of 2011 was enacted and implemented. Meanwhile Japan Sports Agency has been established and systematic sports policies are being implemented on 2015. The Sports Fundamental Act actively recognizes constitutional rights to sports. It also defines the responsibility of the state to enable the people to carry out their physical and mental health and cultural life. Based on these Sports Fundamental Act, the Japanese government is making efforts to expand the opportunities for people s sports activities, to realize a healthy society, and to build a sports powerhouse.
