사립대학 총장선임제도 변동과정에서의 권력행사에 대한 사례연구

국문 초록

본 연구의 목적은 사립대학인 A대학의 17대, 18대 총장선임방식의 변동과정에서 나타난 권력행사를 분석함으로써 총장선임제도의 잦은 변동의 원인을 권력행사 측면에서 규명하는 것이다. 연구의 목적을 달성하기 위하여 문헌 연구의 방법을 사용하였다. A대학의 총장선출 관련 연구보고서, 교수회보, 정관, 신문기사 등의 자료를 수집하였고, 법인 이사회와 교수회 간의 갈등과 영향력의 행사를 Lukes(2005)가 제시한 3개 차원의 권력행사 관점에서 분석하였다. 연구 결과, 17대, 18대 총장선임과정에서 법인 이사회는 법적 권한을 기반으로, 교수회는 교수집단의 대의기구라는 권위를 기반으로 비슷한 수준의 권력행사를 하는 가운데 갈등이 발생하였고 두 주체는 자신의 선호를 성취하기 위해 공식적인 발표, 서신, 성명서 제시 등의 가시적인 방법으로 권력을 행사한 것으로 나타났다. 또한 교수회가 제안한 총장선출 방안과 법인 이사회가 규정한 내규에 의해 상대방의 선호와 이슈를 제한하는 권력행사도 발생하였다. 권력행사 분석을 통해 A대학의 총장선출지침의 변동원인은 법인 이사회와 교수회간 균등한 수준의 권력행사, 총장 결정방식에 대한 서로간의 인식 차이, 총장선임방식의 제도화 부재 등으로 분석되었다. 본 연구는 절충형의 안정화되지 못한 제도를 가진 사립대학 총장선임의 변동원인을 권력행사 관점에서 구체적으로 분석한 사례로서 비슷한 혼란을 겪는 우리나라 사립대학 총장선임제도의 합리적 안정화에 대한 시사점을 제공할 수 있을 것이다.

영문 초록

The purpose of this study is to investigate the process of changes and the causes of the change in the selection of the 17th to 18th presidents of A private university. In this study, the method of literature study was used. The conflict and the exercises of influence between the board of directors and the faculty senate are considered from the perspective of three-dimensional power view suggested by Lukes(2005). As a result of the study, in the conflict arising in the process of selection of the 17th to 18th president, the board of directors is based on the legal authority for the selection of the university president, and the faculty senate is the representative body of the faculty group. Power was exercised in a visible way, such as presenting a statement. In addition, there were power events to limit the preferences and issues of the other party. Through the analysis of the power exercises, the causes of changes for selecting presidents of A University were found. Exercises of power were almost equal between the board of directors and the faculty. In addition, there were differences in perceptions about the selection of the presidential selection method and the lack of institutionalization of the presidential selection method. This study is meaningful in that it presents implications for the change of presidential selection system at the private university by considering the causes of changes for selecting presidents of private university.
