일본 특별지원교육의 자격제도

국문 초록

일본은 2008년「학교교육법」의 개정으로 ‘특수교육’ 체제를 ‘특별지원교육’ 체제로 전환하였다. 이는 일본의 특수교사 자격제도 전반에 큰 변화를 초래하였다. 일본 특수교사 자격제도를 분석한 결과는 다음과 같다. 첫째, 일본의 특수교사 자격증의 명칭은 기존 ‘맹학교 교사’, ‘농학교 교사’, ‘양호학교 교사’를 ‘특별지원학교 교사’로 통합하였다. 그러나 특별지원학교라는 특정 교육공간만 자격증 명칭에 포함하여 교육현실을 완벽히 반영한 명칭이라고 보긴 어렵다. 둘째, 일본은 특수교사 자격증 취득을 위해 우선 일반교사 자격증을 기초자격으로서 소지해야 한다. 이는 특수교사가 일반교육 전문성을 바탕으로 특수교육 전문성을 함양할 수 있도록 한다는 점에 의의가 있다. 셋째, 일본의 특수교사 자격증은 ‘특별지원교육 영역’이라고 하는 5가지 장애영역(시각장애, 청각장애, 지적장애, 지체장애, 건강장애)으로 세부 유형을 구분한다. 이는 장애영역별교사 전문성을 함양하는 데 유리하나, 모든 장애영역을 포괄하지 못하고 특별지원교육의 취지에 부합하지 않는다는 문제도 있다.

영문 초록

After the revision of 「School Education Act」in 2008, Japan changed the special education system to special needs education. This has also changed Japan s overall special teacher qualification system. Thus, this study analyzed the characteristics of the Japanese Special Teacher Qualification System and discussed its implications. First, the names of Japanese special teacher license were integrated into special needs school teachers . However, it is not perfectly reflects the reality of education by including only the specific educational space called ‘Special Needs School’ in the name of license. Second, Japan must obtain a regular teacher license as a basic qualification in order to obtain a special teacher license. This is meaningful in that special teachers can foster special education expertise based on regular education expertise. Third, Japan s special teacher license are divided into five disability areas(visual impairment, hearing impairment, intellectual disability, physical disability, and other health impairment) called special needs education areas. It is advantageous to foster teacher expertise by disability area, but it can’t cover all disability areas and does not meet the purpose of special needs education.
