국문 초록

2001년 9월 1일 미국 월드트레이드센터 테러와 함께 뉴테러리즘 시대가 본격적으로 도래하였다. 뉴테러리즘 시대에 테러의 전술과 전략, 공격목표는 전통적 방식(Hoffman, 2003)과 달리 폭력행위의 정당성과 다중의 공포심 자극을 극대화하기 위해 무고한 시민들에 대한 대량학살을 자행하며 초국가적 테러행위를 일으키는 양상으로 변화하면서(Sandole, 2006) 뉴테러리즘 시대에 다중이용시설은 주요 테러대상시설이 되어가고 있다. 하지만, 이러한 테러리즘의 변화에도 대부분의 국내 다중이용시설들은 전문성, 인력, 예산 확보 등의 현실적인 어려움에 직면해 있을 뿐만 아니라, 테러대책의 필요성에 대한 낮은 국민적 함의로 인하여 실효성 있는 대테러 활동이 이루어지지 못하고 있으며, 테러대응에 치우쳐있는 대테러 활동체계의 구조적 취약점으로 인해 다중이용시설의 테러 취약점 사전제거 활동은 미흡한 실정이다. 따라서, 국내의 다중이용시설은 테러 취약점을 사전제거하기 위해, 보안 강화 등의 물리적 대책 마련과 함께 이를 관리하는 제도적인 대책들이 필요하다. 이에 본 연구는 국내 다중이용시설 테러예방의 기능을 제도적으로 강화하고, 시설내의 취약요인을 제거하기 위한 물리적 대책을 마련하기 위해 테러에 대한 위험성 분석결과를 제시한 것이다. 국내외 최근 약 10년간의 테러사례를 기반으로 국내 다중이용시설에 대한 테러 위험성을 분석하였으며, 이에 따른 결과로 고위험 테러대상시설과 테러이용수단을 도출하였다.

영문 초록

Since unprecedented 9/11 attack at World Trade Center, the world are faced with new era of terrorism. Consequently, numbers of terrorism acts and cases have increased. Also, statical data has shown that most of terrorists are aiming at soft target which is a public crowed place instead of traditional target which has a severe security force such as the military and ministry. In spite of a risk of terrorism at soft target, many public crowed places are still venerable that counter terrorism system such as plans, strategies and physical protections has not enough to be established yet in South Korea. This is because what kinds of terrorism are risky at the public crowded places is not clearly defined by the counter terrorism related government’s ministries. To minimize security loopholes and vulnerabilities on public crowed places against terrorist attacks, the counter terrorism system should be sophisticated that has to include a place of target related to attack types and methods. Therefore, in this research, risk analysis of terrorism on soft target are conducted under a similar condition of South Korea and the result of the analysis provides a place of target related to attack types and methods.
