The purpose of this study was to analyse the faculties and students need for developing the programs to improve the students learning competencies in workforce based educational university. The workforce based educational universities mean that their main function is more the education of their students than the research and the public service. To accomplish this study, literature review and survey methods were used for this study. We reviewed literature on the purpose of universities and the programs to enhance the students learning competencies in universities. Also, we sent a survey questionnaires to faculties and students of workforce based educational university to investigate their opinions on the development of programs for improving the students learning competencies. And the educational needs level of student was analyzed by using the Borisch s needs assessment formula. The required learning competencies were classified into the basic learning competencies, advanced learning competencies and the desired learning habits. The current level of students on learning competencies was just the average but they acknowledged that the improvement of learning competencies was necessary. In the basic learning competencies category, the level of the educational needs was descended from speaking competency, listening competencies, reading competencies, computing competency, and to writing competencies. In the advanced learning competencies category, the level of needs was descended from self-management competency, information management competency, lecture-taking competency, time-management competency, and to test-taking competency. In the desired learning habit category, the level of need was descended from understanding self-learning styles, motivation and to positive learning attitude.
