국문 초록

이 연구는 중소기업 핵심직무능력향상 지원사업에 참여한 교육훈련 이수자를 대상으로 논리모델(Logic Model)을 활용하여 이 사업의 성과를 분석하고, 이를 토대로 사업의 발전 방안을 제언하는 데 목적이 있다. 이 사업의 성과 분석을 위하여 논리모델에 근거하여 자원(투입), 활동(산출), 성과(단기·중기·장기)로 단계를 구성하고, 각 단계별로 성과 지표를 개발하였다. 논리모델은 자원(투입), 활동(산출), 성과 간의 관계를 보여주므로, 특히 사업의 목적에 부합된 성과가 달성되었는지를 평가하는데 활용된다. 이에 따라 핵심직무능력향상 지원사업의 각 단계별 분석뿐 아니라 프로그램의 투입부터 실시와 성과 사이의 인과관계를 분석하여 사업의 효과를 검증하였다. 분석 결과, 중소기업 핵심직무능력향상 지원사업은 각 단계별로 긍정적인 성과를 거두었으며, 적절한 투입과 활동으로 최종적으로는 사업 목적이 의도한 중소기업의 경쟁력 강화를 지원하는 성과를 거둔 것으로 나타났다. 또 핵심직무능력향상 지원사업은 적절한 투입과 활동으로 사업 목적이 의도한 결과를 도출하였다. 사업의 산출은 교육훈련 이수자의 만족도와 사업 개편의 단기적 효과를 가져와 교육훈련 이수자의 직무능력 향상 및 현업적용도 성과에 영향을 미쳐 본 사업이 추구하는 중소기업의 생산성 및 경쟁력 제고라는 궁극적인 성과를 달성한 것으로 평가된다.

영문 초록

The purpose of the study was to evaluate a program of core competencies development which was targeted for the small and medium-sized enterprises, using a Logic Model. The Logic Model is a useful framework for program evaluation since it depicts the logical series of events from program inputs to program outcomes. Thus, this study designed the logic model as inputs, activities, outputs, and outcomes (short-term, mid-term, long-term) and developed the measurement indicators in each process. To address the research purpose, the study conducted surveys to the program participants of 2009 year, 2010 year, 2011 year, and 2012 year until August. The results of the research found that the core competencies development program is regarded as meeting the policy goal of this program because it contributed to the enhancement of productivity and competitiveness for small and medium-sized enterprises. The activities and outputs positively affected outcomes; the outputs positively contributed to participants’ satisfaction (short-term outcomes), improvement of job competencies and transfer of learning (mid-term outcomes), and finally increase of competitiveness in small and medium-sized enterprises (long-term outcomes).
