영문 초록

According to a survey by the Ministry of Culture, Sports and Tourism in 2018, the annual income of artists is below the minimum cost of living. Most people, including self-employed people, are in trouble, but the artist was too hit. In the meantime, the application of the artist employment insurance, which was sluggish, is a matter of making artists live their lives. Like workers, it is a way of joining, and if you meet the requirements, you can receive unemployment benefits and maternity leave benefits. It is meaningful that artists in the blind spot of social insurance have started to enter the social safety net. In addition, it is the starting point of discussion that our society should establish a universal social insurance system in line with the reality that many jobs are disappearing and emerging. As the employment insurance for artists has been passed by the mandatory subscription, the cost of industrial accident insurance should be borne by the employer, and the national pension and health insurance system should be applied at the same level. At the end of the day, discussions on the construction of self-help organizations smart cooperatives by artists are also starting. The Social Mutual ART cooperative acts as an administrative work of artists starting in Belgium and plays a role as a social security and job platform. Artists should be united to create an organization to solve their own problems, and furthermore, they should be able to make a bigger voice in policy reflection.
