언어 네트워크 분석을 통해 본 특수교육법의 변천

국문 초록

이 연구의 목적은 우리나라 특수교육법 제․개정의 역사를 크게 4개의 시기로 나누고, 각 시기별로 어떠한 특징이 있는지 비교분석하는 데 있었다. 각 시기별 법률, 시행령, 시행규칙을 묶어 하나의 문서로 간주하였고, 법령 본문 자체를 분석 대상으로 삼았다. 본 연구의 주요 결과는 다음과 같았다. 첫째, 특수교육법은 1977년 처음 제정된 때부터 현재까지 총 30회의 제․개정이 있었고, 타법 개정에 의한 13회의 개정을 제외한, 순수한 특수교육법 제․개정은 17회 있었다. 둘째, 키워드 출현 빈도를 살펴본 결과 전체적으로 ‘교육’, ‘특수교육대상자’, ‘필요’와 같은 키워드의 출현 빈도가 높은 것으로 나타났다. 셋째, 시기별 워드 네트워크를 구성한 결과, 제1기의 평균 연결(degree)은 2.65, 제2기는 3.56, 제3기는 4.94, 제4기는 4.87로 워드 네트워크가 점차 조밀해지는 것으로 나타났다. 넷째, 중심성 분석을 통하여 제1기에는 연결중심성과 인접중심성, 매개중심성이 약간 차이가 있지만, 제2, 3, 4기에는 이 3가지 중심성이 크게 차이가 나지 않는다는 점을 확인하였다. 다섯째, TF-IDF값을 통하여 제1기에는 ‘특수교육요원’, 제2기에는 ‘치료교육’, 제3기에는 ‘시․도특수교육운영위원회’, 제4기에는 ‘인권’ 등이 다른 시기와 구별되는 핵심어인 것으로 나타났다. 이러한 연구 결과가 시사하는 바를 논의하고, 본 연구의 제한점과 후속연구를 위한 제언을 제시하였다.

영문 초록

The purpose of this study was to find the implications of the change of Korean Special Education Law. To do this, researcher divided the history of Korean Special Education Law into four periods, and compared the characteristics of each period. The main results of this study were as follows. First, the Korean Special Education Law has been enacted or amended 17 times so far, from the time it was first enacted in 1977. Second, the frequency of occurrence of keywords such as ‘education’, ‘special education student’, and ‘need’ was high. Third, the average degree of the first period was 2.65, the second period was 3.56, the third period was 4.94, and the fourth period was 4.87. It was found that the word network gradually became denser. Fourth, it was found that the three centralities(degree centrality, closeness centrality, and betweenness centrality) were not significantly different in the second, third, and fourth periods. Fifth, the TF-IDF analyses revealed that the ‘Special Education Personnel’ in the first period, ‘Therapeutic Education’ in the second period, ‘Provincial Special Education Steering Committee’ in the third period, and ‘Human Rights’ etc. in the fourth period were relatively important words. The implications of these findings were discussed, and suggestions for further research in this study were presented.
