개발도상국의 중등 직업교육 ODA 수요 분석에 따른 장학사업 추진 전략 구상

국문 초록

이 연구의 목적은 개발도상국의 중등 직업교육 공적개발원조(ODA) 수요 분석에 따른 장학 사업의 추진 전략을 구상하는 데 있다. 연구의 목적을 달성하기 위해 중등 직업교육 ODA에 참여를 희망하는 4개개도국과 한국의 11개 직업계고등학교의 수요를 분석한 결과에 터하여 전문가집단이 ODA 장학사업 추진 전략을 구상하였다. 연구 결과, 첫째, 개도국의 중등 직업교육 ODA 희망 분야 1순위는 농림, 경영·금융, 건설 분야로 나타났다. 개도국별 희망 1순위로 캄보디아는 농림, 경영·금융 분야, 라오스는 농림, 기계 분야, 세네갈은 건설 분야, 말라위는 정보·통신, 전기·전자, 재료, 화학공업 분야로 나타났다. 둘째, 직업계고등학교의 ODA 장학사업 참여 희망 분야는 공업계열 4개 학교는 기계와 전기 분야, 2개 학교는 자동차, 건설 분야를 희망하였다. 농생명계열2개 학교는 농기계, 축산, 조경 분야, 상업·정보계열 1개 학교는 통상무역 분야, 가사·실업계열 2개 학교는 각각 관광과 조리 분야를 희망하였다. 셋째, 직업계고등학교는 ODA 장학생 학급 편성에 대해 6개교는 별도 학급, 5개교는 기존 학급에 편성하는 것을 선호하였다. 교육과정 편성 중요도는 8개학교가 한국어 및 한국 이해, 직업기초능력, 전공실무 순으로 제시하였다. 넷째, ODA 장학사업 추진 전략은 1) 범부처 합동 체계로 하되 유네스코한국위원회는 장학생 선발과 준비기간을 전담하고, 교육청과 직업계고는 사업의 실행을 담당하도록 한다. 2) 개도국의 장학생 선발은 엄격한 기준을 적용하고 직업교육 이수 후 자국에 취업하는 것을 약정하도록 한다. 3) 장학생은 준비기간에 기초 한국어를 습득하고 직업계고에서 3년의 교육과정과 자격증 취득, 현장실습을 이수하도록 한다. 4) 직업계고는 개도국 장학생의 특화된 프로그램을개발하고 개도국과 교육협력을 추진하도록 한다. 이 연구의 제언으로 첫째, 중등 직업교육의 국제협력과 교류를 위한 직업계고등학교를 설립하거나 기능을 보완해야 한다. 둘째, 직업교육 ODA는 개도국의 직업교육 체제 개선과 산업발전을 견인하는 인재 양성에 주력해야 한다.

영문 초록

The purpose of this study was to conceive a design on the strategic plan of scholarship project based on the analysis of demand for secondary vocational education ODA in developing countries. To achieve the purpose of the study, based on the results of demand analysis of 11 vocational high schools in 4 developing countries and Korea, a group of experts devised a strategy for implementing the ODA scholarship project. As a result of the study, first, the priority of ODA hopes in developing countries was found in the fields of agriculture, forestry, management and finance, and construction. Cambodia preferred agriculture and forestry, management and finance, Laos preferred agriculture and forestry, machinery, Senegal preferred construction, and Malawi preferred information and communications, electricity and electronics, materials, and chemical industries. Second, the fields of ODA hope for vocational high schools were machinery, electricity, automobiles, construction, agricultural machinery, livestock, landscaping, trade and commerce, tourism and cooking. Third, the importance of organizing the curriculum for ODA scholarship students in vocational high schools was found in the order of understanding Korean and Korean, basic vocational skills, and practice in major. Fourth, the strategy for promoting the ODA scholarship project is: 1) A joint system of ministries, the Korean Commission for UNESCO is in charge of the selection and preparation period for scholarship students, and the Office of Education and vocational high schools are in charge of the execution of the project. 2) Strict standards are applied to the selection of scholarship students, and after completing vocational training, they are required to work in their own country. 3) Scholarship students are required to acquire basic Korean language and complete vocational high school curriculum, certification acquisition, and field training. 4) Vocational high schools should develop special programs for scholarship students and promote educational cooperation with developing countries.
