인프라 투자 확대를 위한 정부 기금 활용방안에 대한 탐색적 연구

국문 초록

최근 코로나 사태로 인하여 세계경제의 동반 침체가 가속화되고 있는 가운데, ‘포스트 코로나’ 시대를 대비한 각국의 새로운 인프라 투자 전략 역시 구체화되고 있다. 하지만 동시에 코로나 사태 극복 과정에서 각국의 재정 상황이 급속히 나빠지면서 투자 실행에 필요한 재원 조달 문제가중요한 이슈로 대두되고 있다. 이에 본 논문에서는 인프라 투자를 위한 새로운 공공재원으로써중앙부처 기금들이 보유하고 있는 여유 자금을 활용하는 방안을 탐색해 보고자 하였다. 실제로정부 기금의 여유자금의 운용상황을 확인한 결과, 인프라 투자 목적으로의 활용가능성이 확인되며, 기존에 인프라 투자 방식으로 활용되고 있는 여러 제도들의 운영방식을 검토한 결과, ｢자본시장과 금융투자업에 관한 법률｣상의 집합투자기구를 활용해 다음과 같은 새로운 자금조달 및 투자방식을 제안할 수 있었다. 첫째, 정부가 집합투자업을 수행할 수 있는 새로운 공공기관을 설립하거나 기존 공공기관에 대해 집합투자업을 인가한 뒤, 이 기관을 (가칭)‘전문투자기관’으로 지정하고, 동 기관으로 하여금 ① 지자체 등이 제안한 사업들에 대한 타당성 검토, ② 기금관리주체들의 자금운용계획과 투자대상사업으로부터 발생하는 현금흐름을 반영한 증권의 구조 설계, ③ 집합투자기구 설립, ④ 증권발행을 통한 자금조달, ⑤ 전문사업시행기관에 대한 투자, ⑥ 수입 및 지출관리와 투자자(기금)로의 수익 배분 등의 기능을 수행토록 한다. 둘째, 정부가 부동산 개발사업의시행능력이 있는 기존 공공기관이나 새롭게 설립한 공공기관을 (가칭)‘전문사업시행기관’으로 지정한 뒤, 동 기관으로 하여금 ① 지자체 등으로부터 관련 부동산을 위탁받은 뒤, ② 위 전문투자기관이 시행을 의뢰한 사업을 동 기관으로부터 받은 자금을 통해 시행하고, ③ 사업이 완료된 이후에는 일정기간 운용사로서의 역할을 수행함으로써 사업에서 발생한 수입을 전문투자기관으로 지급토록 한다. 셋째, 다양한 유형의 인프라 프로젝트에 대한 투자 확대를 촉진하기 위해 다수의 프로젝트를 ‘번들링’(bundling) 한 뒤 유동화하는 방식과 함께, 기금 관리주체들의 적극적인 참여를 유도하기 위해서 제3의 보증기관이 수익증권에 대한 최저 수익률을 지급보증하는 방식을 활용할 필요가 있다.

영문 초록

As the global economic recession accelerates due to the recent COVID-19 crisis, each country is developing new infrastructure investment strategies in preparation for the post COVID-19 era. However, each country s financial situation is worsening rapidly in the course of dealing with the COVID-19 crisis and financing methods for investment execution is emerging as an important issue. This study proposes the method of using surplus funds from government funds as a new public resource for infrastructure investments. First, in order to establish a new investment system to utilize surplus funds from the government funds, the operating methods and characteristics of the systems that are currently being used as means of infrastructure investment were analyzed. Based on this analysis, the study proposes a new financing and investment method using collective investment scheme under the Financial Investment Services and Capital Markets Act as follows. First, a newly established or currently eligible public agency should be designated as specialized collective investment institution and have it take the role of ① feasibility evaluation of projects proposed by local governments, etc, ② bond structuring in consideration of cash flows in projects and scheduled cash management plans of investors, ③ establishment of collective investment scheme, ④ financing through bond issuance, ⑤ investment into specialized real estate developer, ⑥ management of cash-in and cash-out and revenue allocation among investors. Second, a newly established or currently eligible public agency should be designated as specialized real estate developer and have it take the role of ① acquisition of real estates from project proposers as a real estate trust, ② development of real estate trusted, ③ operation of finished projects for contracted duration and management of cash flow from the projects. Third, bundling of various projects and payment guarantee device need to be employed to expand investment coverage and alleviate concerns by government fund operators.
