수학교육 종합계획의 변화에 대한 고찰

국문 초록

2011년, 정부 주도의 수학교육 정책문서가 발표된 이래로 시도교육청과 학교 등 수학교육 현장과 구성원은 이러한 정책으로 인해 많은 영향을 받아왔으나, 이에 대한 학계의 관심은 상대적으로 부족했다. 이에 본 연구는 정부가 발표한 수학교육 정책문서인 제1, 2, 3차 수학교육 종합계획을 통시적, 개괄적으로 고찰하고, 그 변화의 양상을 살펴보는 것을 목적으로 한다. 먼저 수학교육 종합계획의 배경과 목표를, 추진 배경의 변화, 비전과 목표의 변화, 그리고 추진 방향과 전략의 변화로 나누어 분석하였고, 그 결과 교육과정의 개정만으로는 수학교육 현장의 문제를 해결할 수 없다는 문제인식에서 출발한 수학교육 종합계획이 변화를 거듭하면서 국가주의가 강화되는 양상을 확인할 수 있었다. 다음으로, 수학교육 종합계획의 과제 내용은 크게 교수·학습 개선, 학습 평가 개선, 교사 지원, 취약계층 지원, 환경 구축, 문화 조성으로 분류할 수 있었는데, 변화를 거듭하면서 정책 결정의 관료화, 수학의 도구적 가치 강조 등의 양상이 전반적으로 나타났음을 확인하였다. 이러한 변화는 주로 제3차 수학교육 종합계획에서 크게 부각되고 있다. 이와 같은 연구 결과를 바탕으로 향후 수학교육 정책 수립에서 반영할 만한 함의점을 도출하였고, 나아가 각 문서에 대한 체계적인 분석 틀에 의한 미시적인 연구의 필요성을 확인하였다.

영문 초록

Since the Korean government issued the mathematics education policy document in 2011, there have been many changes in the provincial offices of education and schools. The purpose of this study is to examine the changes of the first, second, and third comprehensive plans for mathematics education published by the Korean government. Specifically, three documents were reviewed, divided into changes in the background and goals, and in areas and tasks. As a result, the direction and strategy established in the first Comprehensive Plan for Mathematics Education were generally inherited in the subsequent Comprehensive Plans for Mathematics Education. The 1st Comprehensive Plan for Mathematics Education was prepared under the recognition that the problem of mathematics education can no longer be solved by only revision of the national curriculum. However, as the Comprehensive Plans for Mathematics Education changed, we found that the reinforcement of nationalism, the bureaucratization of policy making, and the emphasis on the instrumental value of mathematics emerged. These tendencies are particularly prominent in the 3rd Comprehensive Plan for Mathematics Education. Based on the results, we suggest some implications that could be reflected in the future mathematics education policy establishment.
