복지국가 제도의 해석과 성인의 학습 참여

국문 초록

기술진보와 고용의 불안전성으로 자기계발의 중요성이 부각되고 있다. 성인학습은 자기계발의 중요한 수단으로 사회에 참여할 수 있는 역량을 강화하여 실질적 자유를 신장하고 사회를 통합하는수단으로 간주된다. 모든 자본주의 국가가 복지국가를 지향한다는 점에서 복지국가의 제도적 보장이 성인학습에 미치는 영향에 대한 연구의 중요성이 제기된다. 복지국가로의 지향이 가져오는 직업세계와 노동시장의 변화는 복지국가에 대한 학습자의 이해 방식을 통해서 발생할 수 있다. 노동시장과의 연계에서 학교교육은 심리적 거리가 매우 멀고, 반면에 성인교육은 매우 근접한 시점에서일어난다. 해석수준 이론에 의하면 성인이 복지국가를 이해하는 방식은 청소년과 다를 수 있다. 본연구는 PIAAC 2011의 표본을 대상으로 국가 간 사회보장비 지출의 변이를 활용하여 복지국가의제도적 보장이 성인학습에 미치는 영향을 연구하였다. 분석은 도구변수를 활용하여 복지국가의 내생성을 통제하였다. 연구 결과를 보면 복지국가의 제도적 보장은 성인학습을 유의미하게 증가시켰다. 복지국가가 학습에 미치는 영향은 여가보다는 일 관련 분야에서 활성화되었다. 또한, 복지국가는 취약계층(여성, 고령자, 저학력자)의 학습 참여를 유의미하게 촉진하였다. 본 연구의 결과는 성인학습에 도달하기 어려운 취약계층에게 복지국가는 학습 기회에 대한 불평등을 완화하는 저감 장치로서 효과적인 공공정책일 수 있음을 보여준다. 성인에게 노동시장은 매우 근접해있고 일상적이기때문에 성인은 복지국가의 의미를 구체적으로 해석함을 시사한다. 이러한 성인의 해석은 복지국가의 발전 흐름이 고용을 촉진하는 방향을 반영하여 복지국가와 고용과 불가분의 관계를 확인할 수있으며 이는 학습 참여를 촉진한다고 볼 수 있다.

영문 초록

The importance of self-improvement is emerging due to instability in technological progress and employment. Adult learning is considered an important means of self-improvement, by strengthening the ability to participate in society, actively promoting freedom and integrating society. There is significant importance for this research in that all countries are oriented toward welfare states. The change in the world of work and the labor market brought about by the orientation to the welfare state can occur through the learner s understanding of the welfare state. This research investigated the effect of institutional security of welfare state on adult learning by using the variations of social security expenditures among countries on the sample of PIAAC 2011. Based on the construal-level theory, this study found some clues from that adolescents may differ in the way adults understand the welfare state. The analysis controlled the endogenousity of the welfare state by using instrumental variable. According to the results, the institutional guarantee of the welfare state significantly increased adult learning. The influence of the welfare state on learning was more active in work-related fields than leisure. In addition, the welfare state significantly promoted the participation of vulnerable groups (women, elderly and low-educated) in learning. The results of this study demonstrate that the welfare state can be an effective public policy as a mitigation mechanism to alleviate inequality in learning opportunities for vulnerable groups who cannot reach adult learning. For adults, the labor market is very close and routine, so adults can interpret the meaning of the welfare state in detail.
