전문대학의 선행학습 평가인정 실태와 발전 과제

국문 초록

이 글은 전문대학의 선행학습 평가인정실태를 진단하고, 평생 직업교육 실현을 위해 선행학습 평가인정을 어떠한 방향으로 설계 운영해 나갈 것인가를 탐색하는 데 목적이 있다. 이를 위하여 선행학습 평가인정과 관련한 현행 법제도 현황을 분석하고, 전문대학의 학사 및 교무처장을 대상으로 설문조사를 실시하였으며, 구체적인 운영 실태를 파악하기 위하여 사례조사를 병행하여 실시하였다.설문조사의 주요 결과를 보면, 약 30%의 전문대학이 선행학습 평가인정을 시행하고 있는 것으로 나타났지만, 인정방식은 대학 간 매우 다양하고, 질 관리 확보를 위한 전담조직 및 평가시스템을 구축하고 있지 못하는 것으로 나타났다. 그러나 응답자들은 전문대학이 성인학습자의 적극 유치 및 평생 직업교육을 실현하기 위해서 선행학습 평가인정제의 적극 도입이 필요함을 인식하고 있다.전문대학에서 선행학습 평가인정제가 활성화되기 위해서는 첫째, 고등교육법의 적극적 적용을 통해 선행학습 결과를 평가인정할 수 있는 규정을 마련하고, 둘째, 전문대학에서 활용할 수 있는 선행학습 평가인정 지침 및 가이드라인을 개발하여 보급할 필요가 있다. 셋째, 학점당등록제 및 졸업학점이수제 등 학사제도를 유연하게 개편해 나가며 넷째, 교육의 질 관리 시스템을 구축 운영한다. 마지막으로 선행학습 평가인정의 활성화를 위한 홍보 및 상담과 학습지원체제를 구축한다.

영문 초록

This study was to analyse the current status of prior learning assessment and recognition in Korean vocational colleges and suggest the development tasks for realizing the lifelong vocational education. Research methods adopted in this study were literature review, questionnaire survey, case study and, interview. The results of survey were as follows; the only 30% of vocational colleges were introducing the prior learning assessment and recognition, but they were of variable among colleges and didn t control quality of education. The development tasks to facilitate the prior learning assessment and recognition in vocational colleges is required. Firstly, it need to be revised “the law of high education” to actively introduce prior learning assessment and recognition system in vocational colleges. Secondly, it need to be developed and spreaded the standards and guideline of prior learning assessment and recognition. Thirdly, it need to reform the education system flexibly by introducing the enrollment by credits. Lastly, the information system and counseling and learning support system for the prior learning assessment and recognition should be strengthened.
