독일 특수교육 교사양성과정에 통합교육의 영향 분석

국문 초록

2008년 유엔 장애인권리협약 비준 전후 학교 완전통합교육(이하 통합교육)을 위해 교사교육 변화의 필요성은 확대되었다. 본 연구에서는 각 주의 사회문화 및 정치적 배경에 따라 다르게 설립되어 운영되는 독일 5개 주에 소재한 5개 대학교의 특수교사 양성과정에서의 통합교육 영향과 시사점은 무엇인지 문헌연구를 통해 살펴보았다. 연구결과 및 시사점으로 첫째, 특수교사 장애영역 전공을 대부분 확대 및 심화하였고 둘째, 장애뿐만 아니라 언어, 종교, 사회적 배경 등과 관련된 통합교육 프로그램을 교육학 영역에 편성하였으며 셋째, 통합교육과정에서 꼭 필요한 교사역량분야(협력교수를 위한 기술 및 방법: 문제해결과 의사소통능력 등)를 교직소양 영역에 배치하였고 넷째, 통합 및 특수교육을 초등교육 전공의 경우에는 교과과목으로, 일반 중등교육 전공에는 전공과목으로 개설 및 제공하고 있으며 다섯째, 초등 특수교육 전공의 교과과목을 줄이고 그 대신 통합교육 관련 이수과목을 확대 편성하고 있음을 들 수 있다. 독일은 각 주와 지역의 통합교육 현장에 적합하도록 특수교사 양성방식과 형태에 교직과정별(사범대와 교육대)과 자격표시별(초등과 중등교육)에 공통적으로 통합교육 관련 강좌를 개설하고 특수교사의 역량강화를 위해 두 개 이상의 전공영역 이수를 확대, 특수교육과를 폐지하고 사범대와 교육대의 모든 교직과정 의무 커리큘럼으로 특수교육 전공을 이수과목으로 제공함으로써 우리에게 통합교육을 실현하는 다양한 특수교육 교사교육 방법 및 내용을 제공한다.

영문 초록

After the ratification of the Convention on the Rights of Persons with Disabilities in 2008, how all teachers qualifications and certifications related to inclusion and special education affect the system and content of special education teachers for the realization of inclusive education did. In this paper we examined the process of special education teacher training at five universities in five German federal states with integrated school education policy. The University of Oldenburg establish special education-related activities in the context of multidisciplinary knowledge transfer in the B.A. curriculum, based on this in the master s course more focus on the deepened expert knowledge and understanding of the special education disability area. Through the Social Studies and Inclusion modules (9 credits) in the special education major, it provides an opportunity to expand and analyze various themes and materials for inclusion in educational and social terms. The University of Bremen offers a double teacher training system for either the primary and secondary teacher qualification or the inclusive or special education teacher qualification simultaneously. In particular, the inclusive Education Module (96 credits) is a broad curriculum from the area of ​​special education disabilities to didactics and methods of inclusion. It is organized in both general and elementary/middle/high school teacher training courses. The University of Halle-Wittenberg has constructed the theory and practice of inclusion in both the pedagogy, major field (Inclusion module, 20 credits) and competency specialization module for teachers in the special education major system. The University of Munich has designed a special education major to select one disability art to get a deeper knowledge and understanding. This is because special teachers in the process of realizing ʻinclusion through providing diverse educational formsʼ in Bavaria still maintain the traditional special teacher training system that is leading the tasks and roles of inclusive and special education in cooperative lessons with general teachers to be. Inclusion and special education curricula are integrated into the existing training system of ordinary teachers at Humboldt University of Berlin; likewise, certification for teachers in special schools is provided. Therefore inclusion and special education are offered in one curriculum in elementary education major and one elective major in secondary curriculum major, and each inclusion and special education credits are over 100 credits.
