해외건설 특성화고 도입의 타당성에 관한 실증적 고찰

국문 초록

해외건설 전문 인력 부족은 괄목할 만한 수주 성장이 지속되면서 경쟁력 제고를 위해 반드시 선결되어야 할 과제로 부각되고 있다. 이와 같은 시급성과 필요성을 바탕으로 본 연구는 인력 양성을 위한 중장기적 방안의 하나로 해외건설 특성화고등학교 도입에 관한 타당성 검토와 방안 제시를 목적으로 하였다. 분석을 위한 데이터는 건설기업과 현재 운영 중인 특성화고등학교를 대상으로 설문조사와 심층 인터뷰를 실시하여 수집하였다. 연구결과에 따르면 특성화고등 학교 도입은 중장기적으로 해외건설 사업에 필요한 전문 인력을 양성하는 데 효과적인 방안으로 나타났다. 도입 타당성의 근거로는 해외건설 기업들이 일정 비율의 고졸 채용을 유지하고 있고, 플랜트와 건축 및 토목의 공종에서는 특화 된 인력 수요가 발생하고 있으며, 인력 채용 시 최소 학력 조건보다는 외국어 능력이나 해당 분야 기술 능력 등 실질적인 역량 보유 유무를 평가하는 점 등이 포함되었다. 한편 근로조건보다는 취업 보장의 여부가 학생과 교사의 의견 분석에서는 가장 중요한 요인으로 나타났다. 더불어 해외건설 특성화고등학교 도입과 효율성 제고를 위해 정부의 행정적 지원정책, 다양한 경력트랙의 제공, 산업기능요원제도를 통한 병역혜택, 세제혜택이나 임금보조 등의 지원 방안이 제시되었다. 후속 연구로는 모집단 확대를 통한 도입 타당성의 신뢰도 제고와 특성화고등학교 교육과정 및 운영방안 개발을 필요하다.

영문 초록

To solve a shortage of labor for overseas construction has been considered critical as the annual amount of contract award sharply increases. Base on this necessity and urgency, this study aims both to analyze the feasibility of vocationally specialized high schools for overseas construction and to identify suggestions for its adoption. Data for analysis was collected through questionnaires and unstructured interviews on construction firms and schools. As the analysis results, vocationally specialized high schools can be considered one of the effective long-term strategies to provide labor required in delivering overseas construction projects. The grounds include that recruiting rates of high school level-labor are maintained; demands on labor specialized in the areas of plant, architecture and civil are being increased; practical abilities such as foreign language ability and technical speciality are evaluated more important than minimum levels of education. On the other hand, based on the survey results of teachers and students at vocationally specialized high schools, the most important factor is whether students after course work can get a job at construction firms or not. In addition, in order to increase the feasibility of vocationally specialized high schools for overseas construction, it is recommended to provide students with strategical incentives such as offering various job tracks and providing alternatives for military service. For construction firms, financial supports such as tax, salary assistance, and operational fee reduction can be used as effective incentives. The further research is required to develop detailed school operation guideline and curriculums of vocationally specialized high schools by job analysis. Also, the size of population for the feasibility analysis should be performed to attain the reliability of the study results.
