국문 초록

본 연구의 목적은 재활상담사 국가자격제도 시행을 위한 장애인복지법 일부개정 법률안의 주요 내용을 고찰해 보고, 윤리규정 제정을 위한 기본 안을 함께 제안해 봄으로써 한국직업재활학회와 한국직업재활사협회가 나아가야 할 방향을 제안하기 위하여 실시되었다. 장애인복지법 일부개정 법률안은 재활상담사 국가제도 도입에 필요한 자격요건과 재활상담사의 교육과 훈련 및 권익을 도모하기 위한 재활상담사협회의 설립에 관한 주요 내용으로 구성되어 있다. 그러나 재활상담사 국가자격제도 시행 이후,전문 인력의 자격등급, 시수인정, 평생교육, 자격갱신 등 해결해야 할 과제들도 산적해 있는 것으로 나타났다. 따라서 국가자격제도 추진과정에서 재활상담사 명칭변경의 합리성, 학회(KSVR)와 협회(KAVRC)의 효율적인 업무분장, 효율적 교수요목 운영, 연수과정의 운영, 재활상담사 업무역할의 다변화 등 주요 내용들이 향후 실천전략들로 함께 제시되었다. 한편 본 연구는 미국 CRCC의 윤리규정 전문을 참고로 하여 윤리규정 제정에 필요한 절차와 내용을 소개함으로써 학회와 협회의 윤리규정 제정을 위한 실천적 방향이 제시되었다는 점에서 의의가 있다.

영문 초록

This study are aimed to review the implementation of rehabilitation counselor certificationsubmitted by the amendment of Welfare of the Disabled Persons Act, and to suggest aguideline of developing a code of professional ethics for rehabilitation counselors based on anew CRCC code of professional ethics, and finally to propose future tasks required to KSVRand KSVRC. The amendment of Welfare of the Disabled Persons Act includes a part ofrehabilitation counselor credential required for the national certification and an establishment ofKAVRC for effective implementation of rehabilitation counselor education, training andadvocacy. However, along with the enforcement of the amendment of Welfare of the DisabledPersons Act, many tasks are assumed to be resolved, including classification of professionalqualifications, allowance of credit hours, domains of continuing education, certification renewals,etc. Practical strategies, such as rationale of rehabilitation counselor naming, effective divisionof works between KSVR and KAVRC, effective running of educational curriculum(syllabus),development of effective workshop programs, diversification of rehabilitation work roles, etc.,are proposed for future tasks. This study also introduced a procedure and major content of anew CRCC code of ethics in ways to develop a Korean version of a code of professionalethics for rehabilitation counselors in the future.
