산재근로자들의 재활서비스 경험이 직장복귀 및 원직장복귀에 미치는 효과 : 성향점수매칭(PSM)을 중심으로

국문 초록

본 연구는 산재근로자들의 재활서비스 이용 경험이 직장복귀 및 원직장 복귀에 실질적 효과성을 지니고 있는지를 평가하고, 산재근로자들의 직장복귀 혹은 원직장 복귀를 위한 실증적 기초자료를 제공하기 위해 수행되었다. 이를 위해 근로복지공단의 산재보험패널 데이터를 활용하였으며, 산재 요양종결 근로자 1,907명을 대상으로 변인 간의 관계를 분석하였다. 분석방법으로는 제도 및정책, 프로그램 효과성 분석에 적합한 것으로 알려져 있는 Propensity Score Matching(성향점수매칭)을 활용한 이항로지스틱 회귀분석(Binary Logistic Regression)이 활용되었다. 분석결과, 재활서비스는 산재근로자의 직장복귀 및 원직장복귀와 부적인 관계를 갖는 것으로 나타났다. 재활서비스 중 직업재활과 의료재활은 통계적으로 유의하게 나타나지 않았다. 반면에 사회심리재활서비스는 산재근로자의 직장복귀 및 원직장복귀와 부적인 관계가 있는 것으로 나타났는데 이는 사회심리재활서비스가 (원)직장복귀에 목적을 갖고 제공하는 서비스라기보다는, 산재를 경험한 근로자의사회적응을 위한 것이기 때문인 것으로 추측된다. 이러한 연구 결과를 토대로 산재근로자들의 직장복귀 및 원직장 복귀를 위한 재활서비스의 효과성 제고를 위한 사회복지적 개입 방안 및 정책적 함의를 제언하였다.

영문 초록

This research was performed to evaluate the factors affecting return-to-work(pre-injury job and work at a new firm) of occupationally injured workers who had experienced to use of the rehabilitation services. Using the data from the Workers’ Compensation Insurance Panel of the Korea Workers’ Compensation and Welfare Service Corporation, this study analysed the relationship between rehabilitation services and return-to-work. The sample is 1,907 occupationally injured workers who finished medical care. In examining the relationship, this study employed the method of Propensity Score Matching and Binary Logistic Regression. The results show that most of the rehabilitation services have statistically significant negative effect on the return-to-work(pre-injury job and work at a new firm) of occupationally injured workers. The vocational rehabilitation service and medical rehabilitation service do not have statistically significant effect on the return-to-work (pre-injury job and work at a new firm). On the other hand, the psycho-social rehabilitation service has statistically significant negative effect on the return-to-work(pre-injury job and work at a new firm). It is assumed that the goal of the psycho-social rehabilitation services is usually for social adjustment in this respect. Based on these results, this study suggests the social welfare interventions and policy implications.
