국문 초록

이 연구는 중증장애인의 통합고용을 활성화시키기 위한 방안의 하나로 한국과 미국의 지원고용 서비스의 실태를 비교․분석하여 한국 지원고용 서비스가 중증장애인의 고용을 확대하기 위해 개선이 필요한 부분을 제시하는데 있으며 개선방안은 첫째, 지원고용 서비스가 최중증장애인과 이들의 통합고용을 위한 지속적인 지원서비스라는 정체성을 확립하는 것이 가장 우선적으로 개선되어야 한다. 둘째, 지원고용 서비스의 적용대상 기준을 명확한 직업적 능력에 기준한 중증장애를 대상으로 하며 적용시기도정규직만이 아니라 근로기준법의 근로관계에 있는 모든 근로 유형에 적용이 될 수 있도록 해야 한다. 셋째, 지원고용 서비스의 지속적인 서비스 범주와 내용이 ① 장애인 근로자가 통합고용에서 본질적인직무를 수행하는데 필요한 모든 범주의 서비스로 확대될 필요가 있으며 ② 지속적인 평가를 통해feed-back되어 지속적인 서비스의 내용과 수준이 유연성 있게 적용 되도록 함과 아울러 ③ 활동보조인서비스와 근로지원인 서비스가 광범위하게 지원고용 대상자에게 적용될 수 있도록 개선되어야 하며, ④ 서비스의 지원기간도 본질적인 직무를 수행할 수 있을 때까지의 지원기간이 설정되어야 한다. 넷째, 지원고용과 관련한 예산이 대폭 확대될 필요가 있으며 마지막으로 지원고용 서비스의 고용성과를 극대화할 수 있는 한국에 적용 가능한 지원고용 서비스 종합적인 계획과 실천방안이 조속히 마련될 필요가있다.

영문 초록

The objective of this research is to present ways of promoting supported employment in Korea, making a comparison of supported employment between Korea and the United States as a part of measures to promote integrated employment of an individual with the most significant disabilities. Based on the findings, the research explores suggestions for supported employment first of all, it is necessary to establish the identity of supported employment services. Second, it is necessary to clearly set the standards for the eligibility for supported employment services. Third, the scope and content of ongoing support services needs to be specified and extended in supported employment services. Accordingly, ① the scope and content of supported employment services is needed to extendedly apply to the entire scope of services necessary for individuals with disabilities to perform fundamental tasks in integrated employment. ② an ongoing assessment leads to feed-back, thus making it possible to apply the content and level of ongoing support services in a flexible way. ③ Personal assistance services and workplace personal assistance services should be widely applied to eligible individuals for supported employment services. ④ In Korea, the period of the services is up to seven weeks, while it is less than 18 months in the United States, so the period of the services is needed to include the period until an individual can perform an essential task with reference to the period of 18 months in the United States. Fourth, the budget for supported employment services needs to be extensively increased. Finally, it is necessary to come up with measures to maximize the accomplishment of supported employment services. There are marked differences in the performance of supported employment services between Korea and the United States. This results from the differences in the identity, the eligibility, and the scope and content of supported employment services, thus having a significant influence on the achievement of the services. To resolve such gaps, Korea should prepare a comprehensive plan and the feasible way for supported employment services applicable to the conditions in Korea.
