영상문화교육을 위한 국내 미디어센터 운영과 개선방안에 관한 연구

국문 초록

본 연구의 목적은 첫째, 전국의 미디어센터 운영 현황과 문제점이 무엇인지를 밝히고 둘째, 미디어센터 운영의 개선과제가 무엇인지를 규명하고자 하였다. 이를 위한 연구방법으로는 미디어센터 관련 전문가와 미디어교육 전문가 등을 대상으로 한 포커스 그룹 인터뷰를 실시하였다. 연구결과, 미디어 센터의 성과로는 미디어 교육의 확대와 심화, 지역민의 미디어 참여 활성화에 기여, 해당지역의 미디어관련 허브로서의 위상정립, 공동체 영상문화향유, 그리고 새로운 미디어환경 적응을 위한 사회교육기관의 역할을 수행하는 것으로 나타났다. 그러나 운영 재원의 부족과 재정자립화 문제, 제한적인 퍼블릭 액세스 구현, 미디어 센터간, 센터 내외적인 지역사회와의 커뮤니케이션 문제, 그리고 운영상의 다양한 문제점 등도 나타나고 있다. 현 상황에서 미디어센터의 발전을 위해서는 수익성과 공공성을 동시에 확보해야하는 과제를 가지고 있지만 장기적 발전방향과 향후 과제를 설정하는데 있어서 공공성, 지역성, 사회소수자 중심주의라는 정체성을 더욱 강화해야 할 것이며 이와 더불어 참여의 개방성과 자율성을 추가로 보완, 강화해야 할 것이다.

영문 초록

Media centers have founded in order to foster civic media competences in this visual media age in Korea. In addition, those are the main institutions to achieve the goal of public access to media. Ten years have passed since the first media center which is named MediAct was established in 2002. It would be useful to review the centers activities for future developments. Therefore, the purpose of this study was to examine media centers current status, activities, and outcomes. Also the study investigated their problems and made several suggestions for better operations and future developments. Research shows that there are many activities and outcomes in media centers operation regardless of their poor condition of finance and equipment. Those performances are providing various educational programs related to media competence, lending media equipments, supporting public access to the media, giving an opportunity to produce broadcasting programs or videos, researching policy developments, and so on. In conclusion, the most important way for centers development is strengthening centers identity or the original goal such as publicness, localization, and minority-centered mind.
