시각장애 학생 교육의 변화와 발전방안 : 시각장애학교 교사의 30년간 현장 경험을 중심으로

국문 초록

이 연구는 시각장애학교에서 오랜 동안 근무한 시각장애 분야 전문가의 전문적 시각과 경험을 통해 시각장애교육의 변화와 미래에 대해 탐색하고자 하였다. 이러한 연구목적을 위해 30년 이상의 교육 경력을 지닌 3인의 시각장애학교 현장 전문가를 대상으로 핵심집단면담(focus group interview)을 실시하였다. 연구결과 시각장애인 교육 분야의 변화는 첫째, 학생구성원의 변화와 학생 요구의 변화, 둘째, 권리 의식이 강화되고 자녀에 대한 진로 희망이 변화하는 학부모, 셋째, 학생 및 학부모와 대내외 환경의 변화로 인해 변화하고 있는 학교와 교원, 넷째, 법률과 지원시스템의 변화와 테크놀로지의 발전 등으로 나타났다. 이처럼 지난 30여 년 간 시각장애학교의 변화는 학생 개개인의 변화 뿐 아니라 구조와 시스템 등 큰 맥락에서의 변화를 보이고 있음을 알 수 있었다. 연구결과에 의거하여 본 연구에서는 현재 학교중심 체제로 운영되는 시각장애 학생 교육의 역할 및 기능의 방향성, 교사 및 전문가들의 역할 변화 및 미래 대응을 위한 방안 등에 대해 논의하였다. 본 연구는 시각장애학교의 역할 변화를 포함하여 향후 미래지향적 시각장애 학생 교육의 방향, 시각장애 학생을 위한 교육정책 및 지원체제를 수립하는데 있어 기초자료로 활용될 수 있을 것이다.

영문 초록

This study examines the changes and the future of Special Education through the perspective of expertise and experience of professional personnel who worked in the special education school for students with visual disabilities for a long time. To accomplish the goal of this study, we performed focus group interviews with three professionals who are specialized in visual disabilities and have worked in the field for over thirty years. The results of this study showed the following: 1) changes in the demographics of students with visual disabilities and changes in their demands, 2) changes in the parents view on their children s life plans and much strengthened their views on rights, 3) changes in schools and professionals who work at school to accommodate changes in students, parents, and environments, 4) the expansion of programs available for students with disabilities outside of schools and the growth in the number of experts who provide services outside of schools, 5) changes in legal support system and the advancement in technology. The results indicate that the changes in the field of Special Education have been driven by changes in the demographics of students as well as its systematic and structural changes. The current educational model of Special Education for people with visual disabilities has been developed based on the assumption that school has to play a role and function as a central figure. However, based on the results of the focus group interviews, we further discuss the role and function of Special Education for people with visual disabilities, and how they can change in the future. Furthermore, we also examine the possibilities that could empower professionals who work in Special Education for students with visual disabilities. including teachers, to better-adapt themselves to respond to such changes. This study provides meaningful data and perspective that should be considered when any future changes in education policies, special schools for children with visual disabilities are made.
