The good remedy for the system of arts education is the most important issue in the second stage of the development of arts education. Through 20 years of history arts education has been giving the basis on teaching various arts except for music and fine arts in school and society. Only achievement for education should not judge the quality of education. Now, viewing the right education, it needs many reformations. Local self-government as policy should go towards local arts or living arts as local arts want. It’s quite certain that the issue of the first level arts educator is the direction of current arts education Yesterday arts education was run as administering arts education by arts educators, today’s change of policy is on the teachers, that is a deep criteria about teacher’s quality and character. In that point of view it is important of programs by citizen in all age and of performance in arts education for activation of village. It needs urgently that the first level educator has the pivotal role. aims to find out the implications of compare the social security and wage system of teaching artist of the Korea Arts & Culture Education Service with those of similar lecturers. The comparative subjects are teaching artist of the Seoul Foundation for Arts and Culture, national university time lecturers, English conversation lecturers, and elementary sports instructors. As a result of analyzing the plans and work manuals of government departments and public institutions, teaching artist of the Seoul Foundation for Arts and Culture, english conversation lecturers, and elementary sports instructors found that they were paid a fixed monthly salary. In particular, elementary sports instructors signed a 12-month contract throughout the year, and the 4 major insurances, which are the same as regular workers, were characterized by wage increases of 33% in 2018, including food expenses, holiday leave expenses, and customized welfare. In the case of teaching artist of the Seoul Foundation for Arts and Culture and university time lecturers, I found that the preparation time can be recognized. The teaching artist of the Seoul Foundation for Arts and Culture recognized that research hours and class preparation hours, which were not recognized by teaching artist of the Korea Arts & Culture Education Service, were recognized. There is no precedent for Supreme Court on the working hours of university time lecturers, but there are many cases where there is a difference between universities and the power of court litigation, but a positive judgment continues. The fact that not only the english conversation professional instructor and elementary sports instructor but also teaching artist of the Seoul Foundation for Arts and Culture and the university time lecturer mentioned above can receive the unemployment benefit is important for the job profession with uneasy employment. In addition, the Ministry also provided tuition guidance to each university and contributed to improving the quality of life for university lecturers. This is not to say that the artist should be treated specially. We want to be able to create a society that reflects the characteristics of education jobs and universal social security should be applied to all workers.
