고교학점제 도입의 쟁점과 과제 탐색

국문 초록

본 연구는 고교학점제의 쟁점과 과제를 탐색하고자 하였다. 본 연구에서는 Cooper 등(2004: 7)이 제시한 다차원 교육정책모형을 고교학점제에 맞게 구안한 분석틀을 바탕으로, 표적집단면접(FGI)를 통해 고교학점제 도입에 따른 쟁점을 분석하고 개선과제를 도출하였다. 주요 결론은 다음과 같다. 규범적 차원에서는 미래 사회에 필요한 역량을 학생이 자기주도적으로 설계하고 실행, 실현가능성 있는 방안들의 제시와 일관성 있고 신뢰로운 정책 추진이 필요하다. 구조적 차원에서는 대학입시와의 연계성이 충분히 보장될 필요, 학교 간 장벽을 허물고 학생들의 역량을 발휘할 수 있는 교육과정을 ‘학교 내’에 마련될 수 있도록 지원, 교사에게 집중되는 행정업무 과다 예방을 위한 행정업무량 쿼터제 실시, 교사학습공동체의 활성화, 학생회의 학습공동체 확대 등이 필요하다. 구성원 차원에서는 정부 정책 신뢰에 대한 확고한 의지를 적극 홍보하고, 컨설턴트로서의 지원에 집중, 맞춤형 학생 지원을 위한 교육과정의 코디네이터의 기능 수행이 필요하다. 기술적 차원에서는 학생들의 진로지도와 진로에 따른 교육과정·교과목 선택을 개별적으로 지도할 필요를, 도입과 시행에 이르기까지의 과정상의 보완이 필요하고 결과에 대한 책무를 강화해야 할 필요가 있다. 윤리와 사회정의는 학생의 진로설계와 성장지원의 자율적 가치를 추구하며 사회적 신뢰를 구축할 수 있는 학교정상화 역량이 요구되고, 공정성, 투명성, 전문성, 창의성이 담보되는 교육정의의 가치를 담보해야 한다.

영문 초록

The purpose of this study is to explore the issues and tasks of the high school credit system. Framework of the analysis is based on the multidimensional educational policy analysis of Cooper et al. (2004: 7), and the focus group interview (FGI) is used to draw a conclusion by revising and complementing the subject of this study. The main conclusions are as follows. From normative dimension, it is necessary for students to design the essential competencies for future society on their own presenting feasible plans and promoting the reliable policy is necessary as well. From structural dimension, it is necessary to guarantee the connection with college admissions; to support the provision of the in-school curriculum which can break down the barriers between schools and exert the competence of the students; to implement of the quota system of administrative work; to activate of the teacher learning community; and to expand of the learning community of the student council. From constitutive dimension, it is necessary to actively promote firm commitment for reliance on government policy, to focus on support as a consultant, and to carry out function of the curriculum coordinator for supporting customized students. From technical dimension, there are needs to instruct students’ career and to select their own curriculum and subject individually. Also, complementation of process from introduction to implementation and responsibility of the result are necessary as well. From Ethics and social justice dimension pursue the autonomous value of one’s career design and the support of one’s growth. Also, ethics and social justice require cabilities to normalize a school that helps build the social trust. Furthermore, they should ensure the value of educational justice that demands fairness, transparency, professionalism, and creativity.
