국문 초록

이 연구는 공공기관에서 수행하고 있는 이러닝 활성화를 위한 요인을 탐색하기 위해 수행되었다. 이를 위해 공공기관에 종사하고 있는 이러닝 실무자와의 심층면담을 통한 방법을 사용하여 자료를 수집하고 분석하였다. 연구결과에 의하면, 공공기관 이러닝 운영상 문제점은 이러닝 필요성에 대한 인식 부족, 교육담당자의 전문성 부족, 이러닝 콘텐츠의 품질 저하, 이러닝 교육효과 측정지표의 부재 등이었다. 이러닝 활성화를 위한 방안으로 이러닝 콘텐츠의 품질 강화, 이러닝 실무자의 전문성 확보, 이러닝 정책 홍보 강화, 이러닝 교육효과 측정지표 마련 등을 제안하였다.

영문 초록

Through the progress of information communication technology, e-learning has been spotlighted as a tool of successful individual learning in online learning environments and a new engine of national development. The Korean government has tried to foster e-learning in public institutions by constituting an organization of the president s cabinet members. However, because the government has concentrated predominantly on the industrial bureau rather than the bureau of education, this process has been hindered. The aim of this research is to find out which elements hinder e-learning facilitation in public institutions and to make strategies for e-learning activation. The data are collected by the Focus Group Interview from 10 managers in charge of e-learning in public institutions. According to the results, the elements of hinderance of e-learning facilitation in public institutions are the lack of recognition on e-learning effectiveness, the lack of specialty of e-learning managers, the low quality of contents, and the absence of standard measurements of e-learning effectiveness. To solve these problems, the study suggests to make strategies such as developing high quality contents, training e-learning experts, actively announcing the e-learning policy, and designing a tailored curriculum of e-learning.
