다문화교육을 위한 사회과 교수-학습 전략

국문 초록

이 연구는 초등학교 사회과에서 다문화교육의 전략과 방안을 인권교육의 관점에서 탐색하였다. 연구자는 1) 다문화가정 구성원에 대한 일반인들의 “편견과 인권침해”, 2) 학교 등 교육기관에서의 “다문화관련 교육의 획일성”을 문제점으로 규정하고, 이에 대한 대안으로서 반편견교육의 필요성을 주장하였다. 특히 반편견교육에 대한 구체적인 실현 방안으로 “변환적 접근 방안”을 제시하였다. 연구 결과 다음과 같은 점을 제안하였다. 첫째, 다문화 교육의 내용과 방향을 학습부진이나 정체성확립, 적응교육에 대한 초점에서 탈피하여 다문화사회에 대한 총체적인 이해교육으로 대상과 범위를 넓힐 필요가 있다. 둘째, 다문화교육은 모든 사회 구성원을 대상으로 인권의 존중과 인권 의식의 성장을 돕는 교육을 실시해야 한다. 셋째, 다문화관련 정책 및 프로그램 기획과정에서 다문화가정 구성원의 요구가 적극적으로 반영되어야 할 것이다. 넷째, 다문화교육은 다문화관련 구성원들의 인권보장이 고려되어야 한다. 다섯째, 다문화 교육과정과 프로그램의 전문화와 함께, 교사들의 전문성을 강화할 필요가 있다. 여섯째, 일회성 혹은 이벤트성 행사 중심의 교육을 자제하고, 장기적인 관점과 일상적인 생활과 연결되는 교육이 실시되어야 한다.

영문 초록

The purpose of this study is to investigate teaching-learning strategies for multicultural education in Elementary Social Studies with reference to human rights education. The researcher addressed two issues: (i) general bias on the members of bicultural families and human rights violation, and (ii) the unidirectionality in multicultural education at schools in Korea. Then he argued for the necessity of anti-bias education as an alternative. He proposed practical approaches to anti-bias education named a paradigm shift in approaches . His proposals are as follows: First, the content and directionality of multicultural education should be shifted from the focus on retardation, identity or adaptability to holistic understanding of multicutural society. Second, a whole member of the society should be provided with multicultural education which helps them enhance their respect for and conciousness of human rights. Third, any policies or programs on multiculturalism should suit the whole members needs. Fourth, multicultural education should be provided with a view to securing human rights of the whole members concerned. Fifth, teachers need to strengthen their professionalism and the curriculum for multicultural education should be specialized. Finally, multicultural education should be provided with a long-term view and related to everyday lives. It should neither be ephemeral nor event-like.
