방과후학교 발전 방안의 탐색

국문 초록

이 연구는 우리 학교 사회에 1995년 특기·적성교육으로 도입된 ‘방과후학교’의 지난 15년간의 정책상의 전개과정과 운영상의 현황을 분석하여, 여기에서 도출된 문제점별로 방과후학교의 바람직한 발전방향을 도출하고자 하였다. 분석 결과, 방과후학교는 입시위주의 교육으로 인한 교육의 본질 훼손을 회복하고자 하는 의도에서에서 도입되었으나, 정책 추진상의 요구와 맞물리면서 사교육 흡수라는 사회복지적 목적이 강조되는 교육정책으로 변화하였다. 또 방과후학교는 전체학교의 99.9%가 참여하지만, 학생의 참여비율은 50%에 머물고 있고, 교과프로그램 위주로 운영되고 있으며, 강사는 현직교사로 제한되고 있는 문제점을 나타내고 있었다. 따라서 방과후학교의 문제점을 극복하기 위해서는 정규 교육과정과의 연계가 가장 중요하다. 방과후활동에서는 정규 교육과정에서 시간과 교사의 제약으로 수행하지 못하는 다양한 교과 및 비교과 활동이 수행되어, 학생이 학교 안에서 교육본질의 목적에 다가서는 활동을 경험하도록 전개되어야 한다. 또 그러한 학생의 방과후학교 활동이 체계적으로 관리되고 평가받아서, 다양한 학생활동을 주요하게 고려하는 새로운 진학체계에서 정당한 평가를 받도록 입시체계의 개선이 보완되어야 할 것이다. 이 연구에서는 방과후학교의 바람직한 발전방향을 이론적인 논의를 통하여 도출하였다. 추후연구에서는 이 연구에서 제안한 이론적 논거를 뒷받침해주는 방과후학교 실험 학교 운영과 그에 대한 성과를 진단하는 실험연구가 전개되어야 하며, 이 연구에서 제안한 방과후학교 연계 입시제도 개선의 연구가 전개되기를 기대한다.

영문 초록

This study aims to analyze the development of and the status quo plateau of the after school, introduced to our school systems in 1995 as a specialty/aptitude education program, and furthermore, after investigating the problems the curriculum has encountered so far, this paper proposes a new direction for the program. The results of analysis indicates that the after school which was introduced to restore the nature of education distorted by the strong focus on university entrance centered education, has changed into a social welfare educational policy whose purpose is to absorb private education in the course of development. However, this program has encountered the following problems: Although 99.1 percent of all the schools take part in the program, only 50 percent of students participate. Moreover, the program offers the same subjects that are taught during normal class hours. The selection of instructors who participate in the after school program is restricted to the pool of teachers who are presently working at the school. Thus, in order to solve the problems of the after school it seems very important to link the program with the regular school curriculum. The after school curriculum should include time for subject-related classes as well as non-subject activities which the students have difficulty experiencing due to the lack of time and the availability of teachers. These non-subject classes may be used as a device which helps the students experience diverse activities and to realize the original nature of education. Also, such a program should be systematically managed and evaluated so that the students activities may appropriately be considered in the process of university application, which should be followed by changes in the university admission system. In brief, this study has attempted only a theoretical orientation of a desirable development of the after school . Further study should be focused on the experimental after school curriculum based on the theoretical approach and its results can be evaluated. It is also expected that a change in the university admission system in relation to this study’s recommendations will follow.
