학교의 지역사회 기관 활용 조건

국문 초록

학교의 지역사회 기관 활용이 증가하고 있다. 교육복지 수요의 증가는 학교가 부족한 자원을 보충하기 위해 지역사회 기관을 학교 내로 끌어들이는 흡인(pull) 요인이 되고 있는 반면에 교육복지업무에 소요되는 시간의 과다, 업무수행의 어려움은 교육복지 서비스 제공을 학교에서 지역사회로 밀어내는 배출(push) 요인이 되고 있다. 본 연구는 이러한 환경에서 학교의 지역사회 기관 활용의 조건 탐색을 주요 목적으로 하고 있다. 이제까지 교사의 전문성은 교직의 자율성을 뒷받침하는 논거이지만 지역사회와 협력의 장애물로 작용하였다. 본 연구의 첫 번째 목적은 교사의 지역사회 기관에 대한 전문성 인식을 조사하고 지역사회 기관 활용에 미치는 영향을 조사하는 것이다. 학교가 지역기관에 대한 정보를 수집하고 지역기관의 교육서비스 제공 계약 체결과 계약의 이행 과정에서 거래비용이 발생할 때 학교의 지역기관 활용은 제한될 수 있다. 본 연구의 두 번째 목적은 중간지원조직인 지역교육복지센터가 교사들의 지역사회 기관 활용에 따른 거래비용을 축소하여 지역기관의 활용을 촉진하는 여건 조성에 대한 분석이다. 교사의 지역사회 전문성 인식이 지역사회기관 활용에 미치는 영향 검증에는 도구변수분석을, 지역교육복지센터의 활용이 거래비용에 미치는 영향은 성향점수매칭을 활용하였다. 연구결과 교사들은 상담 및 심리정서 지원, 문화체험 활동, 돌봄 및 생활지원, 부모상담 및 교육, 공동사례관리에 대해서 지역사회가 학교에 비해 더 전문성이 있다고 인식하였으며 지역사회 기관의 교육복지 전문성을 긍정적으로 인식할수록 지역사회 기관의 활용이 증가하였다. 또한 교사들이 지역사회 기관 활용에 발생하는 거래비용은 장애요소로 작용하였으며 중간지원조직인 지역교육복지센터를 활용하였을 경우에 지역기관 활용의 거래비용이 감소하였다.

영문 초록

The increase in educational welfare demand due to the lack of school resources is becoming a pull factor to attract community institutions into schools. Teachers’ too much time spent on educational welfare work is becoming a pushing factor moving the provision of educational welfare services out of the school. The purpose of this study is to investigate the condition for school to use community organizations. The professionalism of the teacher is an argument to support the autonomy of the teaching profession, but it acts as an obstacle to cooperate with the community. The purpose of this study is to investigate teachers perceptions of expertise of community organizations and to investigate their impact on the utilization of community organizations. When teachers collects information about local agencies and makes contracts for providing education services, transaction costs incur and the use of local institutions may be restricted. This study is to investigate whether the regional education welfare center reduces the transaction cost for school’s use of the community organization. Instrumental variable analysis and propensity score matching were conducted to carry out the study purpose. This study demonstrate that teachers recognize that communities are more specialized than schools in terms of counseling and psychological support, cultural experience activities, care and life support, parent counseling and education, and joint case management. Teachers’ positive recognition of the educational welfare expertise of community organizations increases their use of community organizations. The transaction costs incurred in the use of community institutions are obstacles and the local educational welfare center decreases the transaction cost of using the local institution.
