북한이탈청소년 교육복지정책의 산출분석: 교육양극화와 교육복지소외의 관점에서

국문 초록

본 연구는 사회적 소외계층으로 이슈가 되고 있는 북한이탈주민 중에서 청소년계층을 대상으로 한 교육복지정책을 교육양극화와 교육복지소외의 관점에서 복지정책 산출분석틀에 의하여 분석하고 정 책적 함의를 제시한 것이다. 연구결과를 요약하면 다음과 같다. 첫째, 교육복지급여할당 차원에서는 학교급별?연도별?지역별로 급여대상자 선정이 되고 있어서 외양상으로는 문제가 없는 것으로 보이나 내용적으로는 학업과정에서 중도탈락하는 계층이 많았다. 둘째, 교육복지급여형태 차원에서는 현물급여나 현금급여형태가 대부분을 차지하고 있어서 기회제공 형태나 역량강화형태의 프로그램이 미약한 것으로 분석되었다. 셋째, 급여전달체계 차원에서는 교육 부, 통일부에 비하여 여성가족부 등에서도 개별적으로 교육복지적인 전달체계를 갖추고 있으나 교육 부, 통일부 이외의 타 부처에서는 구체적인 계획수립이 미진한 상태였다. 넷째, 급여재정충당 차원에 서는 여성가족부와 통일부에서는 구체적인 소요재정충당계획이 수립되어 있지 않은 상태이고 교육부 에서는 일반예산사업이 아니라 특별교부금사업으로 추진되고 있는 것으로 분석이 되었다. 이러한 본 연구의 결과는 북한이탈청소년들이 자활능력을 구비하고 국가동력으로 성장할 수 있는 교육복지정책의 방향설정과 개선에 중요한 함의를 가진다고 본다.

영문 초록

This study analyzes the education welfare policy for the adolescents among North Korean refugees, which are being emerged as socially alienated class, on the perspective of educational polarization and alienation through policy outputs analysis framework and proposes policy implications. Study result is summarized as follows. First, in terms of education welfare benefit allocation, beneficiary is selected by school, class, year, and region so that externally it seems good. However, actually, there are many people who drop out of school curriculum. Second, when it comes to education welfare benefit type, large portion of the benefit includes benefit in kind or cash benefit so that it is analyzed that there are not enough programs giving opportunities to North Korean refugee adolescents or giving chances for them to enhance their capabilities. Third, in terms of benefit delivery system, Ministry of Gender Equality & Family(MGEF) has a separate education welfare delivery system in comparison with Ministry of Education(ME) and Ministry of Unification (MU). However, other ministries except ME and MU do not have concrete plans. Fourth, when it comes to benefit financial resource, MGEF and MU do not establish necessary financing plans in detail. It is analyzed that ME pursues benefit delivery system as a special grants project instead of normal budget one. This study result has important implications for the direction setting and improvement of education welfare policy, which can allow North Korean defector youth to have self-support ability and grow as a national power.
