일본의 초등사회과 자연재해·방재교육의 구성 원리 - 일본문교출판 교과서 분석을 중심으로 -

국문 초록

본 연구는 일본의 초등사회과 교과서에 반영된 자연재해·방재교육에 대하여 검토함으로써 그내용과 구성 원리를 해명하는 데 목적을 두고 있다. 이를 위하여 일본문교출판 초등사회과 교과서를 연구 대상으로 분석한 결과, 다음과 같은 특징이 밝혀졌다. 일본의 초등사회과 교과서에서는 주로 지진이나 쓰나미에 대하여 소개하면서 자연재해의 위력을 감지하고 자연재해 발생때 어떻게 행동해야 하는지에 관한 요령, 다양한 상황을 상정한 방재 훈련 등을 다루고 있어학생들이 자연재해 및 방재에 주체적으로 임할 수 있도록 하고 있다. 특히 고학년에서는 자연재해를 극복하기 위한 노력으로 공조(公助), 공조(共助), 자조(自助)를 제시함으로써 각각의효과에 대하여 이해하고, 스스로의 힘으로 대책을 세워 극복할 수 있는 감각을 키우고자 하고있다. 이러한 내용은 환경확대법, 나선형 원리, 지역화의 원리, 통합의 원리가 함께 어우러져구성되어 있다. 자연재해·방재 관련 내용 배열은 중학년에서 고학년으로 갈수록 지역사회에서일본국토로 확대되어 가는 환경확대법이 적용되고 있으나 부분적으로는 탄력적으로 적용되고있다. 이때 중학년에서 다루었던 내용을 고학년으로 갈수록 반복적이면서도 심화되도록 나선형의 원리를 적용하여 구성하고 있으며, 지역화의 원리 적용 측면에서는 중학년에서는 주로지역에 대한 학습이, 고학년에서는 지역을 통한 학습이 이루어질 수 있도록 구성하고 있다. 그리고 자연재해·방재를 주제로 하여 교과간 및 영역간의 통합을 고려하여 구성하고 있다.

영문 초록

This study examined natural disaster and disaster preventing education provided through the elementary social studies subject in Japan with the intention of identifying the contents and the principle in organizing the contents of education. For this, the elementary textbooks on social studies published by Nihon Bunkyou Shupan were analyzed. Japanese elementary textbooks on social studies were intended to help students understand the impact of the natural disaster mostly by using earthquake and tsunami as the example, give guidelines on what to do when a natural disaster takes place, and prepare students through preventive drills reflecting various circumstances so that students can subjectively cope with the disaster. The expanding environment principle was applied to the contents concerning natural disasters and the scope of study was expanded from local area to Japanese territory while students moved on from middle grades to high grades, however, flexibly in part. Here, the spiral curriculum principle was applied to repeat and intensify the contents dealt with in the middle grades also in high grades, and the contents were arranged in a way that students in middle grades would learn about the region and those in high grades, learn by the region. Furthermore, the textbooks considered the integration between disciplines and scopes on natural disaster and disaster preventing theme.
