일본에서 학교를 중심축으로 한 지역교육력 전개

국문 초록

학교를 중심축으로 한 지역 만들기는 일본 사회에서 인구 감소 등의 사회 변화로 지역커뮤니티가 급격하게 쇠퇴하고 있는 가운데 지역 창생을 구현하기 위해 제기된 방안이라 하겠다. 이러한 방안으로는 학교 경영과 관련한 제도를 중심으로 한 접근과 학교 교육과 관련한 커리큘럼을 중심으로 한 접근으로 검토해 볼 수 있다. 전자는 학교 경영에 지역 주민들의 관심과 참여를 강화하여 지역교육력을 강화하겠다는 발상이고, 후자는 학교의 교사와 지역의 주민들이 목표를 공유하면서 공동으로 지역에 뿌리를 둔 과제를 커리큘럼화 하여 지역교육력을 높이겠다는 발상이다. 전자의 사례로는 커뮤니티？스쿨 및 학교운영협의회, 학교지원지역본부, 학교평의원 제도 등을, 후자의 사례로는 1950년을 전후로 한 지역교육계획 및 2010년을 전후로한 지역공생과의 창설 연구 등을 들 수 있다. 지역교육력을 제고하기 위해서는 모든 교과와 영역에서 지역커뮤니티가 커리큘럼의 작성에 관여할 수 있는 권한이 보장되고, 커뮤니티？스쿨제도와 같은 제도의 활성화를 통해 지역커뮤니티가 학교 경영에 관여할 수 있는 실질적 권한이 확보되어야 한다. 이렇게 될 때 학교와 지역의 동반 쇠퇴를 막고 지역교육력을 높여 지역의 정체성과 중심성을 확립하면서 지속가능한 지역사회를 구축해 갈 수 있을 것이다.

영문 초록

Regional development with the center as schools has been proposed as a plan to create a regional populace in Japanese society whose regional community has been declining rapidly due to social changes such as decline in population. The plan can be examined with the focus on school management policies and school curriculum policies. The former aims to strengthen regional educational power by increasing the interest and participation of regional residents on school management while the latter aims to strengthen regional education power through shared purpose between school teachers and regional residents by curriculumzing the communal tasks of the area. Examples of the former are community schools, school management conferences, school support regional headquarters, and school trustee policies. Examples of the latter are regional education plan during the 1950s and regional symbiosis establishment research in 2010. In order to enhance the regional education power, regional communities must be given the authority to write up the curriculums in all school subject areas as well as practical authority to participate in school management through policy vitalization such as community school policies. When this is established, it will prevent the dual decadence of the school and region while increase the regional education power, resulting in an establishment of regional identity and centrality as well as sustainable regional society.
