계층간 학력 격차의 변화: 학교정책의 영향을 중심으로

국문 초록

OECD PISA 2000년과 2009년 한국 자료를 이용하여 계층간 학력 격차가 지난 10여 년 간 어떻게 변화해왔는지 추이를 살펴보고, 계층간 학력 격차를 매개하는 요인들은 무엇인지 학교정책의 변화를 중심으로 분석하였다. 분석 결과, 첫째, 2000년과 2009년 사이 읽기점수 에 대하여 부모의 사회경제적 지위(SES) 계수의 크기가 커졌으며, 분산에 대한 설명량도 증 가하여 계층간 학력 격차가 확대된 것으로 나타난다. 둘째, 수월성 향상 현상이 나타난다. 분위회귀분석 결과, 2009년에는 성적분위가 높을수록 점수가 더 많이 증가하였으며, SES 계 수의 효과도 성적 중상위분위에서 더 크게 증가한 경향이 나타난다. 따라서 계층간 학력 격 차가 확대된 것으로 보이지만, 하위계층의 성적이 하락했다기보다는 상위계층의 성적이 더 크게 향상되었기 때문으로 해석할 수 있다. 셋째. 몇몇 학교변수가 이러한 학력격차 현상에 일조한 것으로 나타난다. 특히, 분화와 자율성의 증가가 영향을 미친 것으로 보인다. 학교운 영자율성의 경우 성취도 향상에 긍정적인 효과를 가졌으며, 성적 분위기 높을수록 효과가 더 큰 것으로 나타났다. 평가결과활용(학생)은 성적 분위가 높을수록 긍정적인 영향을 미치 는 것으로 나타나며, 이것은 주로 수준별 수업의 효과로 보인다. 다층분석 결과, 2009년 학 교평균 SES의 효과가 커진 것과 학교평균 SES와 SES의 상호작용 효과가 나타난 것에도 주 목할 필요가 있다. 이러한 결과들은 10년 사이 전반적으로 학교 효과가 증가했으나, 차별적 학교효과도 증가했을 가능성을 시사한다.

영문 초록

This paper examines how class differences in educational achievement has been changed during the last 10 years and explains which school variables mediate the relationship between socioeconomic backgrounds and student achievement using PISA 2000 and PISA 2009 South Korea data. Findings suggest socioeconomic inequalities has widened between 2000 and 2009. The results of multi-level analysis show that the coefficient of socioeconomic status(SES) on the reading ability and variance explained by adding SES grows. However, widening class gap mostly results from the fact that the achievement of upper class improves more than lower class. The results of quantile regression analysis show that student achievement tends to move upward between two periods generally, but test score increases more at the higher quantiles and the effect of SES tends to be stronger at the middle-high quantiles in 2009. Some school variables are found to contribute to these socioeconomic inequalities. Especially, the increasing differentiation and school autonomy seem to have a considerable impact. The autonomy of school management and the extent to use test results(student accountability) have more positive effects on the student achievement at the higher quantiles. Also, it is noteworthy that the effect of school mean SES increase and the interaction effect between school mean SES and SES become significant in 2009. These results suggest that school effect has increased between two periods, but the differential school effect also increases.
