서울시교육청의 고교선택제 도입 효과: 바다고등학교를 중심으로

국문 초록

이 연구는 2010학년도에 도입된 서울시교육청의 고교선택제가 현장 고등학교의 운영에 어떠한 영향을 미치고 있는지를 살펴보고, 고교선택제의 쟁점을 분석하기 위해 수행되었다. 이를 위해, 연 구자는 우선 선행연구 결과와 본 연구의 사전 면담 자료를 바탕으로 고교선택제의 긍정적, 부정적 효과들을 검토하였다. 또한 바다고(가칭)를 대상으로 한 질적 사례연구를 통해, 일반 고등학교에서 고교선택제를 대비하여 어떤 활동에 주력하고 있고, 학교 운영에 어떤 변화를 꾀하고 있는지를 심 층적으로 분석하였다. 분석 결과, 고교선택제 도입의 긍정적 효과에는 단위학교와 교사들의 노력 증가를, 부정적 효과에는 선호학교와 비선호학교간 격차 심화를 들 수 있다. 한편 바다고에서는 고 교선택제 이후 학교 특성화를 위한 노력을 기울이고 있지만 그 내용이 제한적이었으며, 학생들의 학력을 제고하고 교육 수요자의 만족도 향상을 위한 서비스 제공에 주력하고 있었다. 또한 바다고 는 학교의 이미지 개선을 위한 홍보와 생활지도를 강화하고 있었는데 이는 상위권 학생들을 유치 하기 위한 일환으로 실시되고 있었다. 연구자는 고교선택제의 핵심 쟁점은 단위학교의 자율성 확대 를 통한 특성화와 다양화에 있다고 보고 그에 관한 쟁점을 분석하고 몇 가지 의견을 제안하였다.

영문 초록

This study is to investigate the implementation effects of school choice introduced by Seoul metropolitan office of education in 2010 and analyze the educational issues on it. First of all, researcher investigated the positive and negative effects of school choice with the results of earlier research and preliminary interview data of this study. In addition, a case study of Bada high school was carried out to examine new strategies of individual school for preparing the school choice policy. The research results are as follows. The remarkable positive effect is 'increased efforts of teachers for students' learning', however the negative effect is 'growing gap between preferred and non-preferred schools'. The Bada high school exerts to diversify the specialized educational programs, but the outcomes are limited. Also it strives to improve students' academic achievement and provide educational customers-oriented services for the increases of their satisfaction. Moreover, the Bada high school strengthens school discipline policy and focuses on public relation activities for recruiting the top-ranked students in middle school. Researcher analyze the educational issue on school choice, that is whether school choice policy facilitates specialization and diversification of school system through enlargement of school autonomy or not, and suggest some ideas about it.
