생애 초기 교육기회와 불평등: 취학 전 교육 및 보육경험의 사회계층간 격차

국문 초록

이 연구는 초등학교에 입학하기 전 생애 초기의 교육기회가 가족배경에 따라 어떤 양상을 보여 주고 있는지를 한국노동패널조사(KLIPS) 자료에 대한 분석을 통해 살펴보고 있다. 특히 취학 전 교 육 및 보육 경험에 미치는 사회계층간 격차의 장기적 추세를 살펴보기 위하여 KLIP의 9차년도 (2006년) 청년층 부가조사 자료를 이용하여 1991년생(조사 당시 만15세)부터 1971년생(만 35세 미 만)을 분석하였으며 동시에 KLIPS 4차년도(2001년) 이후 11차년도(2008년)까지를 대상으로 2000년 이후 출생한 조사대상 가구의 취학 전 교육 및 보육 경험을 분석하였다. KLIPS 청년층 부가조사 자료를 이항로짓모델(binary logit model)로 분석한 결과, 유치원 취원 여 부와 초등 전 사교육 경험 여부에 미치는 가족배경의 영향은 매우 크고 뚜렷하였는데, 지난 시기동 안 교육 경험의 확대에도 불구하고 부모의 교육수준으로 측정된 가족배경의 영향은 감소하지 않고 유지되어 왔음을 알 수 있었다. 반면 어린이집 경험 여부에 미치는 가족배경의 영향은 통계적으로 유의하지 않은 결과를 보여주었다. KLIPS의 2001년~2008년 조사 자료를 패널로짓모델(random effects panel logit model)로 분석한 결과, 앞선 분석과는 달리 유치원과 사교육 경험 여부에 대해서도 가족 배경의 영향이 확인되지 않았다. 다만, 조사연도와 가구소득 간의 상호작용항(interaction term)을 모형 에 투입한 결과 2002년까지 가구소득의 효과가 발견되다가 2004년 이후 유의미한 차이가 사라지고 있음을 확인하였다. 이는 교육 및 보육비 지원을 비롯하여 저출산?고령화 대책 일환으로 정부에서 적극적인 재정적 투자를 시작한 시점과 일치하며 최소한 취학 전 교육 및 보육 경험 여부 차원에서 사회계층간 격차는 확인되지 않고 있음을 보여주는 결과라고 할 수 있다. 이러한 결과를 토대로 이 연구는 추후 연구과제로 경험 여부로 측정되는 양적 차별화에서 영어 유치원 등 이용하는 교육 및 보육시설의 질적 차별화에 대한 사회계층간 격차 분석에 대한 필요성을 제기하고 있다.

영문 초록

This study has analyzed the pattern on opportunity and inequality in early education before elementary school enrollment by family background using Korean Labor and Income Panel Study(KLIPS) data. Especially to explore longitudinal trends in the experience of preschool programs by social class differentials, we compared the birth cohorts from 1991(15 years of age) to 1971(35 years of age) with pre-school aged children(0~5 years of age) between 2001(4th KLIPS) and 2008(11th KLIPS) using 'Youth Survey Module data' as an supplementary to its 9th(2006) annual survey in KLIPS. As a result of binary logit model analysis about KLIPS Youth Survey Module data, we found that the family backgrounds were to very strongly influence the kindergarten enrollment and experience of preschool private tutoring, except child care center. we concluded that social class differentials, as measured by parental education level, have not decreased over time despite a rapid expansion of education. Although The result of random effects panel logit model about KLPIS 2001-2008 data showed that kindergarten enrollment and experience of preschool private tutoring was not affected by family backgrounds, we found that the household income was to influence to it until year 2001, but its effects disappeared if the model included the interaction terms between survey years and household incomes. The periods, disappeared the effects of household incomes, correspond the starting time of a huge financial investments in government as policy responses to low fertility and aging society, and it showed the results that we weren't able to find the gap between social class in preschool education and care. This results suggested a importance of longitudinal trends research, analyze from the quantitative differentials in the experiences of the preschool education to qualitative differentials
