프랑스 “시테”(Cit？)지역 교육 불평등 사례 연구

국문 초록

프랑스의 교육 및 교육복지제도는 ‘인권’과 ‘평등’이념을 근간으로 하여 공화주의 국가철학을 완성시킨 모범사례로 꼽힌다. 우리나라에서도 2003년부터 시행하고 있는 ’교육복지투자우선지역 지원사업‘을 비롯하여 다양한 교육복지정책 입안과정에서 프랑스사례는 하나의 ’모델‘로서 연구 대상이 되어왔다. 그러나 프랑스사회에서도 교육 불평등이 지역에 따라 분명히 나타나고 있는 데, 특히 파리와 같은 대도시 근교의 취약지역인 ’시테‘지역에서 집중적으로 확인된다. 프랑스 사회에서 시테는 소위 사회저층 및 이민자집중거주 지역이자 도시폭력 및 청소년비행, 강력한 치안보호구역으로 알려져 있다. 따라서 시테는 프랑스가 추구하는 교육복지 정책의 성과와 문제 가 고스란히 드러나는 지표이자 공화주의 가치의 실제가 생생히 보여 지는 교육 현장이라고 할 수 있다. 이 글에서는 지금까지 국내 교육복지 분야의 모범사례로써 연구대상이 되어 온 프랑스 사례를 역으로 살펴봄으로써 대도시 취약지역이 안고 있는 교육 불평등 및 교육복지현황을 시 테의 사회ㆍ문화적 환경과 정치ㆍ경제적 배경을 토대로 추적하였다. 시테지역 교육 불평등은 첫 째, 시테지역의 사회적 배제와 불평등, 둘째, 청소년비행 문제 및 도시폭력 문제의 정치적 쟁점 화, 셋째, 낙후된 교육환경 및 결핍된 교육인프라에서 그 원인을 찾을 수 있다. 이를 타개하기 위해 프랑스는 기존의 교육복지정책을 지속적으로 수정ㆍ보완할 뿐 아니라 교육복지정책과 도 시개발정책과의 연계를 추구하여 교육과 도시발전을 다각적인 차원에서 진행하고 있다.

영문 초록

The educational system and educational welfare policy of France are known for their completion of ‘human rights’ and ‘equality’ which have their origin in the French Revolution. They are the embodiment of the French Republican philosophy, which has a decisive effect on all the state system in France, especially for education, which is a representative model for other countries. This French educational policy has been considered as a model by “Korean Investment Priority Area for Educational Welfare” and other educational welfare policies, which have been implemented since 2003. However, in some urban areas, educational inequality and school segregation exist, especially in the ‘cit?s’ in the suburbs of Paris. ‘La Cit?’ in the French society is known not only as a residential area for the members of the lower social class and immigrants, but also as a public security risk area replete with urban violence and juvenile delinquency. Thus, ‘la cit?’ not only shows the result and issues of the French educational welfare policy but also the ‘republican’ reality. This research has explored these problems within the French educational welfare policies that could be connected to the social-cultural environment and political-economic conditions within the ‘cit?’. Social segregation and inequality in the Cit? stand as the first and main reason for educational inequality. Another reason is the media, which has turned this into a political issue in the French society, where only juvenile delinquency and urban violences have been in the spotlight, Last but not least, the problem can also be attributed to the lack of educational infrastructures and backward educational conditions in these sensitive urban areas.
