사교육의 가능성과 한계

국문 초록

이 연구에서는 초?중등학생의 학원교육에 대한 학생, 학부모, 교사, 학원강사의 인식을 바탕으로 사교육의 경쟁력과 한계를 보다 면밀하게 검토함으로써 사교육에 대한 관점을 재정립하고 공교육 정상화를 위한 시사점을 추출하고자 하였다. 중산층 지역과 저소득층 지역의 학생, 학부모 대상 질문지 조사와 유명학원과 학교 두 곳에서 모두 재직해 본 경험이 있는 학원 강사 및 교사 대상 심층 면담을 병행하였다. 사교육의 경쟁력은 낮은 제도화 수준으로 인한 다양성과 탄력성, 강사의 동기유발 체제와 문화, 수업준비에 집중할 수 있는 근무여건, 수준별 수업, 교육이 행정에 우선하는 조직 구조와 문화, 입시준비교육에 효율적인 교육과정 등에 있음이 밝혀졌다. 사교육의 한계로는 깊이있는 사고능력을 길러주기 어려운 수업과 제한된 교육목적과 기능 등을 논의하였다. 공교육 정상화를 위한 시사점으로는 단위 학교의 자율성 제고, 수업의 책무성을 묻는 교사평가제와 승진제도 도입, 교육과 행정업무의 분리, 교과별 수준별 수업 도입, 수업을 잘 하는 교사가 우대받는 학교문화와 인사제도 정착, 공교육의 목적을 충실히 수행하고 공교육에서 학습한 내용을 대학선발장치와 일치시키려는 노력의 지속 등을 제시하였다.

영문 초록

This study attempted to reestablish the view of private education and suggest implications for the improvement of public education by examining the possibilities and limits of private education. The research method employed was the questionnaire survey of students and parents living in the middle class and working class residential areas and in-depth interviews of teachers and lecturers who had work experience in both schools and private educational institutes. The competitive power of private education was found to come from diversity and flexibility; evaluation system of lecturers and culture that promote their motivation to devote themselves to teaching; working conditions that allow lecturers to concentrate on teaching; tracking; the structure and culture in which consideration is given to teaching before administration; and curriculum efficient for preparing for college entrance. Instruction that is not effective for fostering high level thinking ability and restricted goals and function were discussed as the limits of private education. The implications for the improvement of public education are following: the enhancement of autonomy of individual schools; the introduction of teacher evaluation promotion system that check with the accountability of teachers; the separation of teaching from administrative work; introduction of tracking by subject; the establishment of school culture and personnel system in which those teachers giving excellent teaching are treated preferentially; and persistent effort to make the screening device for college entrance correspond to what is taught in schools.
