비행 청소년의 학교 중퇴와 대안학교

국문 초록

비행 청소년들의 학교 중퇴를 청소년 개인의 비행 행동에 대한 처벌이나 책임으로 파악하 는 시각은 다음과 같은 세 가지 문제점을 야기한다. 첫째는 학교와 관련된 요인이 청소년의 학교 중퇴를 야기하는 한 가지 원인이 되고 있다는 사실을 간과하며, 둘째는 중등학교 학령 기 청소년에게 평등한 교육기회를 제공하지 못하게 되며, 셋째는 학교교육의 사회화 기능과 보호기능을 포기하게 된다. 이 글은 이러한 문제의식에서 중ㆍ고등학생의 학교 부적응 실태 와 비행의 증가 현상을 살펴보고, 비행으로 인해 중퇴한 경험이 있는 청소년들이 학교교육에 대해 어떤 인식을 갖고 있는지를 살펴본다. 이를 통해서 기존 학교와 관련된 요인이 청소년 들을 학교 생활에 적응하기 어렵도록 하고 이로 인해 비행행동으로 내모는 경향이 있으며, 이들이 중퇴 경험을 통해 학교교육의 긍정적 측면을 인식하게 된다는 것을 드러낸다. 그리고 이러한 문제점을 극복하기 위해서 비행으로 인해 학교를 중퇴하는 청소년들을 위한 대안학교 가 필요하다는 것을 논의한다.

영문 초록

It has some problems to think that juvenile delinquents must be obliged to accept school dropout as punishment on their delinquency. The view ignores the possibility that school experiences themselves contribute to delinquent behavior, and passes by the fact that opportunities for secondary education aren't equally provided, and that socialization and caring on juvenile delinquents through school activities are surrendered. In realizing these problems, this paper examines aspects of dropout due to delinquency by analyzing the 1975-1998 official records on turnover of secondary students and the interview data from 10 juveniles who put under probation in Aug. 2000, and discusses alternative schools for dropouts as an approach to delinquency prevention and school adaptation. Major findings from this paper indicate that school - related factors, such as experiences of academic failure, dissatisfaction with teacher, lack of understanding of school regulations, and attachments to delinquent peers in the school context, play a direct or indirect role in delinquency and school failure, and that the juvenile delinquents who have experienced school dropout are getting to find the positive aspects of school control, such as rules, regulations and caring, and to want schooling. Finally, this paper suggests that it is necessary to diversify alternative schools for delinquent dropouts. These include: 1) establishment of more alternative schools for delinquent dropouts, 2) alternative schools based in the suburbs or urban area, and 3) home - based residential alternative schools. Previous to these suggestions, the exertion to prevent school dropout must be offered.
