글로벌라이제이션에 대응하는 고등교육의 개혁방안

국문 초록

한국의 고등교육은 지식정보화 사회가 요구하는 ‘고능력을 갖춘 고학력자’를 양성하는데 적합한 교육프로그램을 제공하지 못한다는 비판을 받고 있다. 이는 풍부한 교육수요와 이를 조절한다는 명분으로 도입된 국가의 각종 관리와 규제, 그리고 균질화된 노동력에 바탕을 둔 포드주의적 생산 체제와 관련이 깊다. 그런데 이러한 조건이 변하고 있다. 문전성시를 이루던 고등교육에 대한 수 요가 점차 줄어들고 있으며, 이에 따라 국가의 관리명분도 점차 약화되고 있다. 특히 글로벌라이 제이션에 따라 포드주의 생산체제가 더 이상 유용한 자본축적 수단이 되지 못하고 있으며, 국가의 기능도 변하고 있다. 글로벌라이제이션과 지식정보화사회의 도래는 고등교육의 중요성을 한층 높여 주었다. 지식? 정보를 생산력의 원천으로 하는 사회에서 대학과 일터의 연계체제는 훨씬 강화될 필요가 있다. 즉 고등교육은 높은 부가가치를 갖는 지식?정보를 생산?저장하고, 전달하며, 이의 활용을 극대화하 는 능력을 배양하는데 초점을 맞추어야 한다는 것이다. 이는 교육프로그램을 통해서 가능한 일이 며, 이를 위해서는 규제와 관리위주의 대학조직이나 학사운영방식이 자율적인 체제로 전환되어야 한다. 그러나 이러한 자율권을 대학에 부여만 해준다고 문제가 해결되는 것은 아니다. 고등교육기 관이 책무성과 수월성을 유지하고 있는 가를 평가하고 관리하기 위한 체제가 필요하다.

영문 초록

This paper examines how higher education in Korea should be coped with globalization. A theme of the globalization discourse concerns the emergence of transnational capital which freely roams around the world in search of profits and efficient production sites. Globalization brings about role of nation-state and mode of production; nation-state is losing some traditional roles, and the mode of production is changing from fordism to informationalism. In line with the changing circumstances, Korean higher education characterized by a statist education system on which state unilaterally makes policy decisions and implementation for education according to its own agendas is faced with crisis. Higher education should not unconcerned with the need of workplace. With emphasis being given to notions such as efficiency, productivity, accountability, global competition, higher education is subject to press on output. Students should be no longer students but rather customers. Strong market forces have caused institutions of higher learning to reorient themselves to be more sensitive to market needs and to produce employable graduates to suit employers' demands. The curriculum should be market driven, and it encompasses practical courses and options from which students as customers can choose. In order to succeed in curriculum reform, higher education organizations should be proactively reorganized around learning activities and the autonomy of educational affairs also should be guaranteed. Also, in order to assure 'quality control' in education, the monitoring system of institutions should be emerged with evaluations shifting from the self-monitoring of internal needs to more formal and external auditing activities.
