국문 초록

본 연구는 유해인자 화학테러 발생 시 소방청, 환경부, 경찰청의 통합 대응능력 향상을 위한 다부처 연계 훈련프로토콜을 설계하고자 하였다. 개발 프로토콜은 소방청의 SOP, 국민보호와 공공안전을 위한 테러방지법, 환경부의화학사고 비상대응 안내서 등을 참고하였으며 부처별 훈련 공통요소를 도출하여 프로토콜의 기반이 되도록 하였다. 또한, 개발 프로토콜의 순서는 소방청 SOP 및 테러방지법을 반영하여 상황발생 및 전파 → 초동조치 → 사건대응→ 사후처리의 순서로 부처별 훈련대원이 임무를 수행할 수 있도록 설계하였다. 세부적으로 단계별 프로토콜에 피해가 확대되거나 위험성이 증가하는 요소에 분기점을 설정하여 테러 초기 피해 확산 방지 및 효율적인 대응을 위한임무를 부여하고 이행하지 않을 시 발생할 수 있는 위험요소를 삽입하였다. 이를 통해 장소의 국한성과 유해 위험물질에 특수성에 차별되지 않는 표준적인 화학테러 훈련 프로토콜을 도출하고자 하였으며 단일 부처의 개별 대응에서벗어나 다부처 간 연계된 실현 가능한 훈련을 진행함으로써 화학테러 신고접수부터 사후처리까지의 상황을 유연하게 대처하고 소통 및 협력을 통한 대응능력의 숙련도를 개선시킬 수 있을 것으로 사료된다.

영문 초록

This study aimed to design a multi-agency integrated training protocol to enhance the coordinated response capabilities of theNational Fire Agency, Ministry of Environment, and Korean National Police Agency in the event of a hazardous chemicalterrorism incident. The proposed protocol was developed in accordance with the standard operating procedures (SOP) of theNational Fire Agency, the Act on Counter-Terrorism for the Protection of Citizens and Public Security, and the Ministry ofEnvironment's Chemical Accident Emergency Response Guidelines. Common training elements across the agencies were identifiedand incorporated into the protocol. The sequence of the protocol aligns with the Fire Department SOPs and the Counter-TerrorismAct, and is structured into the following stages: Situation Occurrence and Propagation, First Response, Incident Response, andAfter-Action Response. The protocol was designed to enable trainees from each agency to perform assigned tasks in a coordinatedmanner. In a detailed step-by-step protocol, a branch point was set for factors that could expand damage or increase risk. Taskswere assigned to prevent the spread of damage in the early stages of terrorism and enable efficient responses, and risk factorsthat could occur if not implemented were inserted. Through this approach, this study seeks to develop a standardized chemicalterrorism training protocol that is not restricted to location- or hazardous-material-specific conditions. By moving beyond theisolated response capabilities of individual agencies, this study aims to enable interconnected and practical multi-agency training. It is anticipated that this protocol will facilitate flexible management of incidents from initial reporting to post-incident recoverywhile enhancing the proficiency of response capabilities through effective communication and collaboration.
