국문 초록

본 연구에서는 공공기여비율이 민간사업자의 수익성에 어떠한 영향을 미치는지를 분석함으로써 시장상황을 고려한 적정 공공기여비율 산정에 대한 시사점을 제안하고자 한다. 이를 위해 경기도 가평군을 대상으로 최근 완료된 공동주택사업을 사례로 공공기여비율 변화에 따른 수익성 시나리오 분석을 통해 이의 적정성을 검토하였다. 본 연구에서 나타난 주요 결과 및 시사점은 다음과 같다. 지방자치단체 입장에서는 공공기여비율이 높을수록 지역에 이익이 되지만, 반대로 민간사업자 입장에서는 수익을 줄어드는 결과를 초래되기 때문에 한쪽 측면으로만 진행되는 것은 바람직하지 않다. 더욱이 공공기여비율은 주택시장의 활성화 정도, 그리고 지역의 개발여건에 따라 수준이 달라질 수 있다는 점을 감안하면, 수요가 높은 지역과 아닌 지역의 공공기여비율은 차등적으로 적용될 필요가 있다. 또한 최근의 상황을 고려해볼 때, 시기에 따라서도 공공기여비율의 기준은 달라질 수 있다는 점을 간과하지 말아야 할 것이다.

영문 초록

This study aims to provide insights into determining an appropriate public contribution ratio that reflects market conditions by analyzing its impact on the profitability of private developers. To this end, the study examined the adequacy of public contribution ratio through scenario analyses of business feasibility based on recent apartment development projects in Gapyeong County, Gyeonggi Province, focusing on changes in the contribution ratio. The main findings and implications are as follows. From the perspective of local government, higher public contribution ratio bring greater benefits to the region. However, from the perspective of private developers, higher ratios results in reduced profitability. Thus, addressing this issue from a single perspective is not desirable. Furthermore, the appropriate level of public contribution may vary depending on the degree of housing market activity and the development conditions of the region. This suggests that differentiated public contribution ratio should be applied to high-demand and low-demand areas. Additionally, given recent market trends, it is essential to recognize that the standards for public contribution ratio may also change depending on the timing and market conditions.
